How this role supports our mission:

The Re-Entry Program Manager provides direction and overall leadership in all areas of Goodwill of Southern Arizona’s (Goodwill’s) Reentry Programs. The Program Manager leads the vision and strategy for the implementation and delivery of all program components; based on contracts from Goodwill Industries International (GII) and their federal intermediary, Young Adult Reentry grant, and the City of Tucson. This includes but is not limited to providing, supporting, and managing all aspects of the programs required activities including community outreach, recidivism rate reduction services, intake and enrollment, support and stabilization services, education and training services, employment placement services, employment advancement and follow-up services, program sustainability planning, and grant closeouts

Essential Duties and Responsibilities Include But Are Not Limited To:

    1. *Demonstrate company values at all times.
    2. *Stay informed of policy and regulation changes that affect the program and ensure that the Reentry practices comply with all federal/state requirements and policies/procedures/expenditures allowable by the City of Tucson, Goodwill, GII, the U.S. Department of Labor, and the technical-proposal/contract awarded to Goodwill by GII through their federal intermediary Young Adult Reentry grant.
    3. *Provide regular Reentry program monitoring and oversight as directed by the Vice President of Community Engagement through records reviews, reporting processes, staff meetings, direct observation, and other strategies.
    4. *Work collaboratively with the City of Tucson, Goodwill finance personnel, and GII staff to submit budget modifications/budget modification requests to the City of Tucson and GII, as needed; utilizing established procedures for the submittal of budget modifications and federal guidelines (2CFR200.388(e)).
    5. *Collaborate with Goodwill finance personnel to ensure spending plans, expenditures, contract agreements and financial reporting meet required timelines and expected protocols in accordance with federal funding regulations including, but not limited to ensuring the payment of all work experience wages, stipend payments, needs-related assistance payments, and achievement-related stipend payments are in compliance with local and federal grant requirements, City of Tucson policies, GII policies, and Goodwill’s WFD Policies and Procedures
    6. *Collaborate with Goodwill Employee Services and Support (ESS) personnel to ensure all hiring practices and wage/timesheet procedures for participants are in compliance with approved ESS expected protocols.
    7. *Provide regular supervision, training and support to Reentry staff
    8. *Ensure staff interactions with Reentry participants, apprenticeship and industry-recognized training programs, community employers, and other stakeholders are appropriate, effective, and in compliance with all applicable policies, procedures, and legal requirements.
    9. *Develop performance management and coaching practices that lead to successful performance improvement for all Reentry participants.
    10. *Ensure quarterly narrative progress reports and other requested/required information is submitted to the City of Tucson and GII in a timely and accurate manner and utilize any required standardized reporting formats.
    11. *Work collaboratively with Goodwill marketing staff to ensure all program outreach materials, press releases, and public communications acknowledge the extent of federal dollars in funding the program and program-related services.
    12. *Develop and implement a participant eligibility screening form (eligibility screening checklist) and formal procedures to ensure all participants meet strict grant eligibility requirements.
    13. *Develop, implement, and coordinate the participant enrollment process.
    14. *Ensure that each participant is assisted in the development of an Individual Career and Financial Plan (ICFP) that outlines strengths; interests; existing competencies; target areas for growth; education and career goals; and risk for recidivism.
    15. *Ensure participants are provided with training for job readiness, soft skills, basic computer skills, and other education and training activities before placement.
    16. *Establish, maintain, and/or strengthen partnerships with apprenticeship, pre-apprenticeship, and industry-recognized certificate/certification training programs that align with employer needs.
    17. *Work collaboratively with area employers and training programs-especially apprenticeship and pre-apprenticeship training programs to establish Goodwill’s Reentry programs as a valuable source for well-qualified employees.
    18. * Develop, implement, and coordinate the provision of comprehensive case management services and supports, including the use of trauma-informed care, cognitive behavioral therapy, and motivational interviewing to improve participant outcomes.
    19. *Ensure that support and stabilization services/supports are provided, as needed-based on the needs of the individual participant.
    20. *Based on readiness and risk classification at the time of enrollment; ensure participants are provided with education, training and job services based on their individual needs and interests including: a job, employment and training as an apprentice, or post-secondary training and (industry-recognized) occupations skills training prior to entering employment.
    21. *Develop, implement, and coordinate the provision of the right services at the right time and in the right intensity and scope to each participant based on their assessed job and training readiness and risk of recidivism, coordinating services with corrections partners, and prioritizing supervision and services for those at moderate or higher risk of committing a future crime.
    22. *Develop, implement, and coordinate the provision of follow-up services for participants and employers.
    23. *Work to develop and implement a plan to add services inside facilities to prepare participants for release and employment. Work to ensure that upon release, participants enter program services as quickly as possible.
    24. *Oversee and manage relationships with partner organizations including but not limited to correctional institutions, referral agencies, apprenticeship and pre-apprenticeship sites, post-secondary and industry-recognized credential training providers, employer-based work-experience training sites, employers, and community partners; ensure their interactions with the Reentry participants are appropriate, effective, and in compliance with all applicable policies, procedures, and legal requirements.
    25. *Serve as the representative of Goodwill’s Reentry programs in the community and engage in community outreach, resource development, and networking activities in order to effectively implement the program.
    26. * Proactively work collaboratively with Case Manager and other staff to address problems and concerns are they arise (functions & activities, accelerants & delays, barriers & solutions).
    27. Actively work to identify funding opportunities to sustain the Reentry programs after grant funding ends and ensure the achievement of program goals/measurables and timely reporting.
    28. *Immediately inform the Vice President of Community of unusual and/or crisis situations as they arise. Keep the Vice President of Community Engagement informed of on-going and regular program operations.
    29. *Demonstrate good work habits for employees and participants, and is a positive role model for individuals receiving services.
    30. *Ensure all safety rules are adhered to and the general upkeep of your area meets the standards of Goodwill Industries of Southern Arizona, Inc. Reports accidents or injuries immediately.
    31. *Maintain a high level of confidentiality regarding Goodwill and persons receiving services.
    32. Other duties as assigned.

Qualification Requirements:

  1. Bachelor’s degree required; Degree may be in Social Work or related field preferred.
  2. Minimum of 10 years’ experience serving reentry and ex-offender adults.
  3. Excellent oral and written communication skills.
  4. Computer skills to include Microsoft Word, Excel, and Internet Research.
  5. Must be able to travel throughout the Tucson area-must possess a valid AZ driver’s license and meet Goodwill’s insurance requirements.
  6. Must successfully complete and maintain:
    • CPR and 1st Aid
    • Pass fingerprint and background check.

7. Ability to work with a minimum of supervision.

8. Ability to develop and maintain effective working relationships with all individuals

Working Conditions/Hazards:

The work will be performed primarily in an office, and in the community. Some travel.

High adaptability required: Work environment usually hectic (fast paced) with frequent short deadlines and regular instances of critical or unusual situations.
