Housing Intake and Waitlist Specialist

DEFINITION

This position will be responsible for administering and facilitating the processing of all applicants for the Housing Programs available through the GFHA. This would involve a variety of clerical tasks related to; the maintenance of the waiting list, and the process involved in program admission. The ability to communicate effectively with the public and to perform tasks timely and accurately is essential in achieving success in this position.

SUPERVISION RECEIVED AND EXERCIED

This position received direct supervision from the Housing Programs Director.

SPECIFICATIONS

Duties and Responsibilities include the following. Other duties or tasks may be assigned as required. Management may modify, change, or add to the duties of this description at any time without notice.

  • Interviews applicants from the Waiting Lists for all housing programs to determine eligibility by verifying all income, allowances, and assets in compliance with Federal Regulations and the GFHA policies. Notifies applicants of determination. If necessary, makes corrections to file in a timely manner.
  • Updates Property and HCV Program waiting lists.
  • Maintain Waiting List reports, spreadsheets, and audit trails, making corrections to files in a timely manner.
  • Process housing applications, conducts credit checks and calls references.
  • Explains program and eligibility requirements to applicants.
  • Handles family applications by reviewing for completeness; logs applications for submission date and time; and inputs data into system.
  • Maintains the Wait List by updating system as required and explains the Wait List policy to applicants.
  • Notifies applicants in writing of denial of application in accordance with HUD regulations and the GFHA policy.
  • Meets with Wait List families and reviews their files for any status changes.
  • Compiles statistical data for departmental reporting.
  • Assists with producing monthly and annual reports.
  • Assists in marketing each property and maintains communication of vacancies with Property Managers.
  • Answers incoming calls/inquiries from applications and general public related to eligibility or waiting list status.
  • Sets up new tenants in the system and ensures files are created at intake.
  • Manages records and files in an orderly fashion.
  • Helps reset and obtain RentCafe log-in information for applicants.
  • Performs other duties as assigned.

QUALIFICATIONS (Knowledge, Skills, and Abilities)

Strong organizational skills and must be detailed oriented. Knowledge of federal, state, and local laws, rules, and regulations pertaining to low income housing including Housing Choice Voucher programs, Project Basked housing programs, and Low Income housing. Ability to perform clerical work, conduct eligibility interviews, and to meet and deal tactfully and courteously with the public. Ability to effectively communicate verbally, individually and in groups with internal contacts, tenants, voucher holders, and other Authority stakeholders. Ability to handle confidential information. Ability to write letters, reports, maintain documentation, and complete required forms. Needs proficiency in the operation of a personal computer, including word processing, spreadsheet, data base and presentation applications as well as the ability to utilize the internet.

EXPERIENCE AND TRAINING GUIDLIES

One year of experience in public housing, social services, or position with case management duties.

Associate’s Degree in Business or Public Administration.

A combination of related work experience and education will also be considered.
