The Greater Cleveland Regional Transit Authority (RTA) provides transportation services for 150,000-200,000 customers on a typical weekday, or about 45 million rides annually, through a variety of services. Position Summary:

Manage the cash of the organization and reconcile cash, accounting, and fund statements monthly. Oversee investment of available cash and ensure cash is available for current expenses. Prepare and present monthly reports to the Board of Trustees. Oversee the grants application, compliance, and sub-recipient monitoring processes. Supervise the Grants Manager and Grants Accountant. Review and submit TIP (Transportation Improvement Program) and STIP (State Transportation Improvement Program), and any necessary grant revisions and amendments. Act as liaison between the Authority and NOACA (Northeast Ohio Areawide Coordinating Agency), ODOT (Ohio Department of Transportation), and FTA (Federal Transit Administration). Ensure policy performance according to the ORC and the BOT.

Protect the Authority’s cash by overseeing investments while adhering to Ohio Revised Code requirements. Conduct cash flow analysis for all existing funds (General, RTA Development, RTA Capital, Bond Retirement, Insurance, etc.). Prepare monthly reports of cash and investments to the DGM of Finance and the Board of Trustees. Reconcile key data with other financial reports within the Finance Division.

Electronically transfer funds to vendors. This requires knowledge of payment types (wires, ACH, etc.), and the ability to set up wire/ACH templates. Ensure transfers and expenses are properly recorded.

Prepare TIP/STIP plans, grant amendments, and revisions. Evaluate grant opportunities for the Authority, including Transit Police. Liaison between the Authority and NOACA, ODOT, and FTA. Ensure compliance with grant award terms. Monitor sub-recipients for appropriate compliance. Monitor regular reconciliations of expenditures between the federal grant’s software and the Authority’s financial records.

Responsible for debt issuances and debt payment schedules. Prepare debt projections and forecast, highlighting issues, and advising DGM of Finance on best course of action. Evaluate financial impact of decisions/recommendations and determine effectiveness. Prepare financial capacity analysis for capital projects and long-range plans.

Minimum Requirements:

7 to 9 years of experience in financial planning, budgeting, and management. Policy development and implementation. Capital projects and grant-related funding.

Bachelor’s degree in Business, Finance, Accounting, or related field

Certified Cash Manager (CCM), or related certification. Or ability to obtain certification within 9 months of initial employment
