Greater Opportunities is Hiring a Center Director/Family Advocate Near Binghamton, NY

The Center Director is responsible for supervising staff and overseeing the daily operations of the Head Start Center and will work in cooperation with the administrative staff to ensure quality programming in compliance with Head Start Performance Standards, NYS Early Learning Guidelines, and OCFS licensure regulations. Center Directors are also responsible for daily maintenance of buildings and grounds to meet regulations and to provide a safe and healthy environment for staff and the children and families we serve.

The Family Advocate serves as a link between families and the Head Start program. The Family Advocate carries out policies and procedures of the Family Advocate functional area as well as Greater Opportunities policies and procedures.

Education and Experience:

  • Bachelor's degree (B. A.) from four-year college or university including or in addition to 12 credits in Early Childhood Development; or one to two years related experience and/or training; or equivalent combination of education and experience.
  • At least one year's teaching experience.
  • At least one year's supervisory experience.

Supervisory Responsibilities:

  • Directly supervises 3 to 30 employees in the Head Start Centers.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Duties/Responsibilities:

  1. Maintain center in compliance with all applicable regulations and licenses including but not limited to NYSOCFS Day Care Licensing, Head Start Performance Standards, Health Department, and Local Code Enforcement.
  2. Manage all center operations.
  3. Ensure proper safety and emergency procedures are followed conducting regular fire drills and safety checks.
  4. Know and follow all Head Start procedures including accident, illness, child abuse, etc.
  5. Provide for continuous communication and information dissemination by conducting regular center staff meetings, ensure regular transfer of information and mail to and from the administrative office.
  6. Support parent involvement by cooperating with Family Advocate Coordinator in dissemination of information and resources.
  7. Participate in and support the strategic planning and program goals and objectives.
  8. Cooperate with and support component coordinator to oversee compliance with component plans, educational curriculum, and program philosophy, and dissemination of information and resources as required.
  9. Supervise and evaluate all center staff in keeping with Greater Opportunities personnel policies.
  10. Maintain adequate substitute teacher pool, through hiring and on-site support and evaluation.
  11. Orient all new center personnel in cooperation with appropriate component coordinator and director.
  12. Provide input for and conduct training for center staff.
  13. Evaluate center staff in conjunction with coordinating staff and director.
  14. Participate in staff selection as appropriate.
  15. Work as a team with Head Start administrative staff to achieve integration of all components into the daily program.
  16. Ensure all pre-closing staff requirements are met according to the checklist.
  17. Maintain a positive collaborative relationship with Community Partners (i.e., Lourdes, HCA, etc.).
  18. Ensure that community volunteers/parent volunteers are trained, placed and monitored, according to established procedures.
  19. Identify needs in the areas of equipment, materials, and supplies.
  20. Oversee the care and inventory of center equipment and supplies.
  21. Responsible for end of month paperwork generated from the teaching teams.
  22. Submit purchase orders in a timely manner.
  23. Establish and maintain repair procedures including repair logs and ensure maintenance requests are completed in a timely manner.
  24. Establish an ongoing health and safety checklist. Perform monthly and quarterly safety meetings and required inspections.
  25. Maintain Red file to ensure compliance with Head Start regulations, Department of Social Service Regulations, NY and Health Department Regulations, and local code enforcement agencies.
  26. Promote a positive image as an ambassador for Head Start.
  27. Promote and track in-kind contributions.
  28. Provide proper coverage in the classroom, maintain OCFS ratios at all times.

Family Advocate Responsibilities

  1. Recruit children for the Head Start program, complete enrollments and follow through on all paperwork.
  2. Assist families in coping with challenges, make referrals to community agencies as needed.
  1. Serve as a liaison between the family and the center and provide background information for other staff members as needed.
  2. Assist families in obtaining medical and dental appraisals and referrals.
  3. Coordinate, assist, and serve as a resource person to parent committees, also attend bi-weekly team meetings.
  4. Attend monthly Family Advocate component meetings.
  5. Support and encourage parent involvement through the program and cooperate with other components in planning workshops and other activities for parents.
  6. Implement Family Advocate partnership plan and maintain Family Advocate Records.
  7. Establish effective procedures to involve parents, serve as an advocate for the parent.
  8. Assist in updating community resource list.
  9. Know and practice Head Start goal, guidelines and objectives.
  10. Visit and observe in classroom one or two times a week.
  11. Work with families representing different cultures using a culturally competent and respectful perspective.
  12. Make at least 3-4 home visits a year after completion of Family Advocate Agreement (* Please note: Home visits will vary according to need specified by family).
  13. Attend training including occasionally going out of town.
  14. Maintain collaboration between HCA Family Service Worker and Head Start to complete mandated paperwork, and on-going team relationship between agencies.

Required Skills/Abilities

  • Must be self-directed and work well with a team
  • Experience working with people from varying socioeconomical and educational backgrounds.
  • Valid NYS Driver's License
