The Senior Cost Estimator (Analyst) provides cost estimation support and expertise in the acquisition of defense health systems. The successful candidate will collaborate with the Financial Planning & Analysis (FP&A) Team to assist in the DoD Planning, Programming, Budgeting and Execution (PPBE) process, contributing to the delivery of vision, mission, goals, and financials. Key Responsibilities: • Develop and evaluate program technical and programmatic baselines. • Innovate development, production, and operating and support (O&S) cost estimating techniques for a range of cost elements. • Create independent or program life cycle cost estimates, including risk, uncertainty, and sensitivity analysis. • Conduct economic analyses, such as business case analyses, cost/benefit analyses, and analysis-of-alternatives. • Assess the credibility of government and industry cost estimates, economic analyses, and cost savings initiatives. • Evaluate industry cost proposals and contract cost and schedule performance, including variance root cause analysis. • Document, present, and defend analytical results. • Mentor and train less experienced cost analysts. • Foster a collaborative work environment through effective customer service and teamwork. • Manage competing priorities and tasks effectively. • Communicate complex issues and present results to senior managers clearly and concisely. Required Qualifications: • Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics, or business). • 10-15 years of experience in: - Understanding weapons and/or automated information systems design, production, operations, and support processes. - Understanding work breakdown structures and cost drivers. - Familiarity with government cost, technical, and programmatic data sources. - Knowledge of industry accounting systems. - Strong analytical, creative, and critical thinking abilities. - Conducting groundbreaking research. - Communicating and defending complex analytical results verbally and in written products (PowerPoint, etc.). Desired Qualifications: • DoD DAWIA Cost Estimating Certification – Level II (minimum). • ICEAA Certified Cost Estimator/Analyst (CCEA®). Clearance: • Ability to obtain Public Trust (DoD CAC) required. Work Location: • Hybrid role with travel required to Arlington, VA (Rosslyn) and Alexandria, VA (Old Town) for client and team meetings.
