What You'll do:This dynamic role will dually support the Quality team and Industrial Security team functions. The ideal candidate will bring a compliance-centric mindset blended with real life expertise to implement Groundswell’s quality assurance best practices at the program level. This person is expected to be service minded, well organized, detail oriented, and able to understand, document and analyze client processes and how they intersect with the organizational and industrial best practices established within Groundswell. This role is responsible for supporting the day-to-day process, quality compliance, and industrial security activities in support of internal initiatives as well as externally for various clients. The onsite location for this position is McLean, VA.
Responsibilities and Duties:Role responsibilities will be broad and will include, but are not limited to:
  • Review, develop, and implement Groundswell best practices, policies, procedures, plans, and standards working with appropriate stakeholders for implementation and adoption at the program level.
  • Advise departments and programs on the creation of technical and user documentation including plans, procedures, user guides, and work instructions within existing organizational framework supporting ISO 9001/20000/27001, CMMI-SVC and CMMI-DEV.
  • Support the customer satisfaction program and all associated program review activities; support quality assessments, framework compliance assessments, and monitor and assist with overall improvements.
  • Set up and facilitate meetings for both Quality and Security functions (e.g., program reviews, customer satisfaction meetings, management reviews, annual disaster recovery and/or incident response tabletop and training exercises, industrial security reviews and related meetings); includes helping to prepare meeting agenda and slides, documenting meeting minutes, and tracking resulting action items, risks and issues to closure.
  • Helps to manage National Industrial Security Program and other security-related activities, including facility clearance (FCL) and personnel security clearance (PCL) processing, security briefing and training delivery, documentation submission and DD254 issuance in support of designated programs.
  • Coordinates, tracks and submits security eligibility packages for personnel on designated programs, to include any client-specific requirements via Government systems or methodology.
  • Supports the investigation of security risks, incidents and violations relating to designated programs, and brings risks to the attention of senior management and PMs as identified
  • Support the security training and awareness education program for organizational personnel.
  • Maintain security files and records in all appropriate internal and external systems in accordance with DCSA and NISPOM requirements.
  • Interface with DCSA and/or program security representatives to maintain working relationship for processing and maintaining FCL and PCLs and attend internal/external meetings on behalf of Industrial Security team.
  • May help to support security assessments against information security/cyber frameworks such as NIST 800-171 and CMMC.
  • Support other administrative duties as required by the Quality and/or Industrial Security teams.

  • Quality experience managing and governing programs with regard to ISAACA and other IT governance standards (creation of templates, tools, reporting protocols, tapping into best practices, industry requirements)
  • Operations experience supporting program start up, Project Management activities such as hiring, customer satisfaction monitoring, internal and external client reporting, progress reports, meeting minutes, etc.
Required Skills:
  • Bachelor’s degree in a suitably related field
  • Minimum of 5-8 years of relevant business experience in a professional services organization, with focus on process improvement quality assurance
  • 3-5 years of supporting of executing a DoD industrial security program vastly preferred, with experience in identifying risk to industrial security and responding to risk in executing the NISPOM
  • Experience in communicating with government customers
  • Working knowledge and applicable experience with implementation and maintenance of compliance frameworks such as ISO, CMMI, NIST 800 series, CMMC, etc.
  • In-depth knowledge of federal security relations and procedures, 32 CFR Part 117/National Industrial Security Program Operating Manual (NISPOM), and experience with managing relationships with Defense Counterintelligence and Security Agency (DCSA)
  • Working experience with the following Government Industrial Security systems: DISS JVS, NBIS, NCAISS NISS, eApp, and SWFT, as well as 3rd party electronic fingerprinting providers
  • Operational process management experience preferred to include creation of template, processes, suggestions for efficiency/automation, status reports and standard protocols for documentation (meeting minutes, repositories, etc)
  • Other industry standard certifications such as CMMI Associate, ISO Internal Auditor, etc. desired
  • Must be local to the DC Metro area as this role is on-site
Training And Clearance Requirements
  • If not already cleared, candidate must be able to obtain and maintain a personnel security clearance (PCL) at the same level as the organizational facility clearance (FCL).
  • If not already completed, FSO candidate must complete all DCSA CDSE training requirements for the FSO role
  • Have or be willing to attain PMP certification

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:
$62,171.00 - $116,563.00
