GSA, Inc. is Hiring an Administrative Support Specialist - Federal Acquisition Service Near Indiana, PA

SummaryAs an Administrative Support Specialist, you will coordinate and perform a variety of administrative functions of a highly confidential and/or complex nature, and conduct analytical studies.
Location of position: Federal Acquisition Service (FAS), Office of Enterprise Strategy Management, Workforce Transformation Division (QP0G). Duty location will be determined upon selection.
We are currently filling one vacancy, but additional vacancies may be filled in this or other GSA organizations.
DutiesMajor duties include, but are not limited to the following:
  • Analyzes, evaluates, documents, coordinates, and implements various administrative processes and other related matters such as correspondence management, records management, leave administration, communications, organizational changes, changes in delegations etc.
  • Conducts analytical studies. Plans and/or directs special projects to identify operational problems, evaluate alternative solutions and recommend appropriate action(s). Applies a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects and activities. Reviews specific goals and objectives; monitors the sequence and timing of organization milestones and evaluates and reports on overall program accomplishments and significant contributions in terms of meeting goals and objectives.
  • Exercises independent judgment to assist management and/or acts as a liaison for a plethora of complex administrative matters.
  • Prepares a variety of correspondence and other written material. Keeps abreast of current and proposed policies and procedures, orders, handbooks, etc. Analyzes the effectiveness and efficiency of administrative processes and prepares recommendations for process changes.
  • Coordinates the administrative processes associated with the onboarding and orientation of new hires and performs follow-up studies on the effectiveness of these processes. Enters and maintains data in automated federal IT systems and requires access to HR Information Systems.
  • Provides travel assistance and coordination for managers. Schedules transportation, makes hotel reservations, prepares traveler's itinerary, and fills out travel authorizations and vouchers.
  • Identifies complex administrative issues or problems, and recommends, and coordinates their resolution. Develops recommendations for new procedures and/or processes and prepares/issues procedures and guidelines for implementation of administrative policies, delegations, and requirements and is responsible for the compliance, coordination, preparation, management and analysis of a wide variety of records and reports.
  • Develops or modifies program guidelines, procedures, and plans which apply to employees and/or operations. Studies, analyzes, and develops methods to improve the accuracy, adequacy, and timeliness of information and systems for disseminating information to managers.
  • Responds to a variety of highly complex inquiries and requests for information regarding administrative matters. Prepares and/or conducts briefings or presentations for higher level management to explain analysis of the subject matter involved, as well as provides recommendations or action plans, and provides guidance and/or direction for implementation.
Requirements Conditions of Employment
  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959
  • Direct Deposit of salary check to financial organization required.

If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonĀ­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

To qualify, you must possess one year of specialized experience at or equivalent to work at least the GS-11 grade level in the federal service, that provided the knowledge, skills, and abilities to perform successfully the work of the position.
Specialized experience is experience providing administrative support and analyzing data from multiple systems. Such experience must have included three or more of the following:
  • Formulating and recommending additional policies, procedures, and/or modifications to existing procedures to improve the efficiency and effectiveness of managerial or administrative operations;
  • Gathering data and conducting inquiries to create reports of analytical findings;
  • Managing time and attendance and travel programs;
  • Providing executive support, managing calendars, making travel arrangements, completing expense reimbursements;
  • Communicating with a variety of people, including senior officials within and outside of the organization;
  • Developing and conducting oral and written presentations for diverse audiences; or
  • Providing liaison support on Human Resources operations/functions.
