The Habematolel Pomo of Upper Lake is a federally-recognized native sovereign nation. Our primary purposes relate to the overall wellbeing of our Tribal Members and our families. We have active programs and relationships with our Pomo tribal neighbors in Lake County California that will help us preserve our Pomo culture. Many of these activities help us rediscover lost traditions, spiritual beliefs and help revive our dying languages. Because we know that the world is a different place than when our ancestors were here, our Tribe works very hard to learn different ways of achieving economic self-sufficiency. We engage in a variety of economic development strategies which would not only benefit our families but also our neighbors. Purpose of the Position

Will serve as the HR Business Partner for Habematolel Pomo of Upper Lake (HPUL) and is responsible for partnering with Tribal leaders and delivering HR programs and solutions to grow and advance the Tribe’s initiatives. First preference is for this role to be full-time at the HPUL campus in Upper Lake, CA. Second preference is a hybrid arrangement with a number of days remote and balance of week on-site. A fully remote arrangement, with the ability to travel to site with a regular cadence will be considered for candidates with exceptional skills and experience. Fully remote candidates must be in Pacific time zone. Position requires an ability to work both independently and collaboratively and in close partnership with the HR Director. Execution of HR deliverables must be performed under Tribal Law and approval processes and applicable laws. Incumbent’s work is generally independent and collaborative in nature, while contributing to moderately complex aspects of a project.

Essential Duties and Key Responsibilities

  • Utilizes knowledge of various human resources functions to provide tactical support to supervisors, managers, and leaders.
  • Acts as liaison with other HR team members.
  • Provides change management leadership as needed.
  • Administers weekly HPUL Payroll process and ensures all processes align with HPUL Policies and Procedures.
  • Handles employee conflicts and differences by interpreting verbal/non-verbal behavior, detecting perceptions and needs of employees, understanding and valuing employee differences.
  • Supports Tribal initiatives and growth, as a hands-on business partner, providing coaching to people leaders and associates.
  • Partners with leaders to identify human resource needs and opportunities; in collaboration with the HR Director, develops programs, tools, and techniques to meet those needs and to strengthen organizational performance.
  • Provides guidance and counsel regarding associate retention and participates in initiatives related to retention and engagement.
  • Implements/translates Tribal HR strategy to partner with both senior leadership and managers.
  • Leads recruiting needs; develops and executes recruiting strategies to hire and retain top talent to meet business needs.
  • Ensures leadership teams are trained in recruiting and interviewing procedures and that on-boarding is consistent and meaningful.
  • In collaboration with hiring managers, develops Job Descriptions for approval and posting.
  • Builds trusted relationships with both internal and external customers. Demonstrates business acumen and the ability to understand business strategy and goals.
  • Communicates and implements various HR initiatives throughout the year promoting the HPUL talent and performance management philosophy.
  • Works with leaders on goal setting, providing appropriate feedback during performance appraisals, and assists in creating individual development plans in support of a performance driven culture.
  • Analyzes employee/operational data (turnover, staffing, talent management, employee survey, compensation-related, etc.) to proactively identify areas of concern. Works with managers and HR Director to address issues.
  • Acts as a resource to associates and managers on career development.
  • Manages multiple employee processes including talent review, performance review and calibration processes.
  • Ensures compliance with all labor and employment laws.
  • Facilitates collaborative problem-solving strategies to resolve employee relations issues through effective communication with all levels of associates.
  • Participates in ongoing process improvements within the HR function as it continues to maximize the functionality of Paycom, the HRIS and Payroll system for HPUL.
  • Supports Paycom HRIS changes needed to transact people changes for HPUL employees.

Education and Experience

Required:

  • Bachelor of Science or Arts Degree from an accredited university with major in Human Resources Management, Psychology or Business Administration; Plus:
  • 4-7 years of experience as HR Generalist or HR Business Partner providing general support across multiple HR disciplines.
    • 2 years of experience performing full-cycle recruitment using a Talent Acquisition System.
    • 1 years of experience processing payroll.  
  • All offers are contingent upon signing a confidentiality agreement and satisfactory completion of drug screening and background checks. Employer observes federal standards for controlled substances.
  • Required to possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.

Preferred:

  • MBA with emphasis in HR.
  • PHR or SPHR certification.
  • 2 years of experience performing full cycle recruitment for IT, Finance, and other roles needed to run a Tribal Government, Health & Human Services, Cultural Resources and other similar organizations.
  • Familiarity with HRIS and Talent Acquisition systems, especially Paycom.

Physical Requirements

  • Prolonged periods in a stationary seated position, such as working on a computer. 
  • Verbal communication sufficient to exchange accurate ideas and information.
  • Ability to transport oneself around various Tribal offices on HPUL Campus.

Native American Indian preference shall apply to the position in accordance with Title VII of the Civil Rights Act of 1964 (42 U.S.C. § 2000e-2(i)), regulations of the Office of Federal Contract Compliance Programs (41 C.F.R. § 60-1.5(a)(7)), and/or other relevant laws.
