HACP is Hiring an Associate Director of Procurement 850-09 Near Pittsburgh, PA

Summary
The primary purpose of this position is to manage the purchasing activities conducted by the Procurement Department, in accordance with all applicable rules and regulations. The incumbent will oversee the standardized competitive bid process, review and approve all purchase orders, monitors all purchasing activities throughout the Authority.
All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Functions as the Director when the Director is absent with authority to delegate assignments and hold staff accountable for task completion
  • Disseminates information to customers and stakeholders with the ability to answer inquiries with authority.
  • Manages accounts for affiliated entities (ARMDC, APMG, Glen Hazel RAD, Manchester Partnership 1,2,3,4) and others as they come aboard.
  • Provides departmental oversight with the authority and ability to make decisions for the procurement and purchasing department.
  • Ensures the implementation of standardized competitive bid procurement procedures, including but not limited to: initiating bid requests and following through as appropriate; receiving and analyzing bids, and initiating purchase orders accordingly; expediting orders; analyzing emergency requests and responding appropriately; maintaining compliance within HACP policies and HUD, federal, state, and local regulations; accurately recording all activities.
  • Reviews and approves all purchase orders, applying the highest standards and ethics.
  • Participates in MLS implementation of new purchasing system.
  • Prepares formal and informal specifications for supplies, materials, equipment, and services. Oversees the preparation as appropriate.
  • Initiates HACP participation in local, state and federal contracts when appropriate.
  • Monitors compliance and coordinates between other HACP departments and vendors.
  • Develops and maintains up-to-date operating manuals.
  • Develops departmental procedures for internal reporting, monitoring, and evaluating projects and programs to fulfill obligations and standardize methods of operation.
  • As needed, produces resolutions for consideration by the HACP Board of Directors and implement as approved; enumerates and details the material items needed for semi-annual supply contracts.
  • Establishes an effective and revenue-producing program for the disposition of all suitable material, property, scrap, etc.; develops a program for the proper and safe removal of hazardous waste.
  • As needed, participates in and accurately records the sealed bid process.
  • Performs other duties as assigned.
Education and/or Experience
Bachelor’s Degree in business administration or related field and a minimum of 5 years of experience in procurement. Public sector experience preferred. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word Excel, and Gmail). Must have the ability to learn other computer software programs as required by assigned tasks.

Office environment. The noise level in the work environment is usually moderate.
Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
