Our client is a premier Asian investment bank looking for a Vice President to oversee swap dealer Compliance Monitoring & Testing. The VP will be tasked with executing the testing program, primarily contributing as a team member for annual planning, monitoring, and testing reviews. This role will specifically focus on overseeing the banks Swap Dealer operations. Ideal candidates should possess functional knowledge of relevant U.S. laws and regulations, along with familiarity with the U.S. regulatory landscape, risk identification/mitigation, and managing workflows for monitoring and testing engagements.

Requirements:

• Assumes the role of examiner-in-charge overseeing all aspects of compliance monitoring and testing engagements.
• Contributes to the development and enhancement of monitoring and testing scripts.
• Prepares information requests and announcement memoranda.
• Conducts assigned field work to verify the effectiveness of internal controls, providing direct oversight of assigned staff and their tasks.
• Conducts analysis of Control Design Effectiveness and reviews relevant rules and regulations.
• Ensures the preparation of comprehensive work papers for each engagement in alignment with department standards.
• Identifies underlying issues and escalates/validation of such issues with stakeholders.
• Drafts issue memoranda and reports for management review and issuance.
• Assists in the registration and tracking of identified issues and corrective action plans to validate remediation efforts.
• Keeps abreast of evolving regulatory requirements and SMBC’s business model to maintain a thorough understanding of the applicable regulatory framework.
• Participates in the annual risk assessment process concerning relevant laws and regulations.
• Aids in consolidating and reporting results for local and Head Office reporting purposes.

Qualifications:

• Possesses 7 years of experience in swap dealer operations
• Background in Compliance Testing, NFA, or Internal Audit
• Capable of independently managing projects with minimal supervision
• Demonstrates quick learning ability and adeptness at dissecting complex issues within a large financial institution
• Proficient understanding of U.S. laws, regulations, and rules relevant to swap dealers, including Title VII of the Dodd-Frank Act, associated CFTC regulations, and NFA rules
• Functional expertise in swaps and other derivative products
• Excellent verbal and written communication abilities
• Skilled in multitasking and executing work tasks efficiently and promptly
• Motivated and action-oriented
• Flexible and capable of adapting to changes and evolving with Bank Transformation initiatives
