Harlem Commonwealth Council is Hiring an Impact Evaluation Officer Near New York, NY

Position Overview

The Impact Evaluation Officer reports to the Senior Director, Loan Fund and Portfolio MGT. Primary duties will be to establish a database through a CRM for our Business Development program (HEF), Youth & Adult Education (After School, Arches, Next Steps, and HSE) programs. This will allow for the measurement of achieved outcomes against organizational goals. The ideal candidate will be a team leader in program evaluation design and provide expert advice in creating organizational strategies to provide collaborative outcomes.

(HCC) is a not-for-profit 501(c) (3) local development organization dedicated to broad-based economic improvements to Upper Manhattan and the Bronx, as well as to their vibrant multi-cultural communities. Since 1967, the Harlem Commonwealth Council has served the greater Harlem community by implementing several successful ventures and programs that promote self-sufficiency and create stability through economic development projects, academic empowerment, and entrepreneurial support. Located in the heart of Harlem, HCC has a history of responding to the community’s needs. Initially, the organization’s Economic Development focus was real estate development. Currently, HCC’s Economic Development strategy includes helping launch and build businesses and assisting Upper Manhattan residents to become economically independent through training and education. 

Essential Duties and Responsibilities:

  • Support the entire life cycle of program evaluation and impact assessment projects, including scoping and design, fundraising, implementation of evaluation and assessment efforts, and communicating findings to a range of audiences in both written and verbal communication formats
  • Implement and manage program evaluations across the various programs, working closely with various Executive Staff
  • Assess organizational performance against strategic goals and communicate the impact of our work by supporting both internal and externally focused data collection efforts
  • Coordinate and support program evaluations conducted by external consultants and third-party researchers
  • Manage and respond to ad hoc requests for information about our impact assessment and evaluation efforts from staff and our organizational partners, including existing and potential funders
  • Synthesize information and develop dynamic reports and findings in a variety of forms that effectively communicate HCC’s impact, progress, or challenges in achieving our strategic goals
  • Support HCC’s work as a community thought leader in the field – identifying ways to document and share findings and best practices to build evidence-based support for our work
  • Assist in HCC’s strategic efforts to develop outcome-focused action plans and program evaluation strategies across Enterprise departments
  • Assist in embedding evaluation and impact assessment into the design and writing of fundraising proposals

Minimum Requirements (Knowledge, skills, and abilities)

  • Direct experience working on the entire life cycle of program evaluation and impact assessment projects, including scoping and design, fundraising, implementation of evaluation and assessment efforts, and communicating findings to a range of audiences in both written and verbal communication formats
  • Excellent project and client management skills required, with the ability to work on multiple projects simultaneously.
  • Strong written and verbal communication skills required, with experience creating deliverables and written reports for a variety of technical and non-technical audiences
  • Must value working in a small collaborative environment
  • Must demonstrate initiative, good judgment, resourcefulness, and problem-solving skills
  • Familiarity with basic statistics and data interpretation skills required
  • Must have strong project management skills and be able to work independently to move projects from creation to completion, as appropriate, with limited support and guidance from a supervisor or senior team member
  • Ability to work in a fast-paced environment with multiple projects moving at once
  • Strong experience in Microsoft Office applications, including Excel, is required. It is helpful to have experience with Salesforce or other CRM systems and advanced analysis software (Stata, R, Tableau, Geographic Information Systems, etc.)

Qualifications:

  • At least 3-4 years of demonstrated relevant evaluation experience in the fields of community development, public policy, government, or nonprofit management
  • Bachelor’s degree with an emphasis in evaluation, research methods, city planning, public policy, or a related field

Salary:

  • Salary commensurate with experience
  • Range: $60,000 - $70,000
