Position DescriptionPosition OverviewAssistant Director is a pivotal leadership role within the Engineering Department, charged with overseeing the comprehensive management and execution of projects. This dynamic position encompasses a wide range of responsibilities, including leading efforts in design, construction, inspection, right-of-way coordination, permitting, contract negotiation, and communication for a variety of infrastructure initiatives.
Focused on projects such as the development and construction of roads, bridges, parks, trails, and bicycle paths, the Assistant Director ensures these endeavors are carried out efficiently, meeting high-quality standards. Collaborating closely with leadership, this individual plays a key role in the development and implementation of performance metrics to evaluate and enhance divisional outcomes.
Reporting to executive leadership, the Assistant Director oversees a robust team, including engineers, landscape architects, engineers-in-training, computer-aided designers, project managers, inspectors, constructability technicians, and consultants, ensuring cohesive project management across all fields. This leadership position is integral to maintaining effective communication with executive staff, fostering positive client relationships, and driving the successful delivery of the department’s capital projects.
Job Duties/Responsibilities
  • Develop and implement strategic plans for the engineering and architectural departments, aligning with organizational goals.
  • Spearhead the development of risk management strategies to mitigate potential project challenges and ensure smooth execution.
  • Oversee all engineering and architectural projects from inception to completion.
  • Ensure projects are delivered with high quality, on time, and within budget.
  • Develop contingency plans for critical projects, ensuring preparedness for unforeseen events or delays.
  • Lead, mentor, and develop a diverse team of engineers and architects.
  • Manage recruitment, training, and performance evaluations to cultivate a skilled workforce.
  • Collaborate with other department heads, project managers, and external stakeholders for integrated services.
  • Foster strong relationships with clients and partners, ensuring client satisfaction.
  • Ensure compliance with relevant laws, regulations, and industry standards across projects.
  • Implement and oversee rigorous quality control processes.
  • Develop and manage the department's budget, optimizing resource allocation.
  • Promote a culture of continuous improvement and innovation within the departments.
  • Stay informed on industry trends and advancements to guide strategic decision-making.
  • Provide regular reports on department performance, project statuses, and strategic initiatives to executive management and stakeholders. Other duties as assigned.

  • Bachelor’s degree in engineering, Civil Engineering or Architecture or a related field.
Experience
  • Minimum of 10 years of experience in technical support and engineering management. Must have assisted with leading a multi-team professional organization.
Licensure:
  • Licensed Professional Engineer in the State of Texas or be able to obtain a Texas PE license within six months of employment.
  • A valid Texas driver’s license is required and ability to drive a county vehicle to various job sites as necessary.
Knowledge, Skills And Abilities (KSAs)
  • Demonstrated leadership skills with the ability to inspire and motivate teams.
  • Strong understanding of technical support processes and infrastructure.
  • Excellent problem-solving, organizational, and project management skills.
  • Exceptional communication and interpersonal abilities.
  • Experience in budget management and resource allocation.

Typical Hours Of Work
  • 8am-5pm / M-F
  • Hybrid schedule: Three days in the office and two days working from home.
  • Evenings and weekends, as needed.
