What you will do at Precinct One

Precinct One has an exciting opportunity for a Finance Operations Manager in the Finance and Budget Division. The successful candidate will have the opportunity to spearhead financial efficiency, compliance, and operational excellence within Harris County Precinct One. This position encompasses a range of senior-level responsibilities that involve not only overseeing diverse financial functions but also orchestrating process optimization and fostering cross-departmental collaboration to guarantee the seamless flow of financial operations. The Manager is expected to have a strategic mindset, strong analytic abilities, and the capacity to ensure the seamless functioning of financial operations to support Precinct One's fiscal health. 

Essential Duties and Responsibilities
  • Financial Operations Management: Leads the execution of the day-to-day financial operations of the department and the non-profit foundation, which include accounts payable, accounts receivable, inventory, capital projects, procurement, payroll, and expense management. Monitors the cash flow, financial transactions, PO spend, and reconciliation process to maintain accurate financial records while ensuring compliance with federal, state, and local guidelines.
  • Process Improvement: Identifies opportunities for improvement within financial operations to streamline workflows and enhance productivity. As well as researching and applying best practices, automation, and technology to optimize operational efficiency.
  • Compliance: Interpret and apply provisions of federal, state, and local legislation, rules, Harris County policies pertinent to the administration of agency policies and programs.
  • Financial Reporting: Oversees the preparation and distribution of comprehensive financial reports and statements for the department and the non-profit foundation, highlighting key performance and financial health indicators ensuring timely and accurate reporting for both internal and external stakeholders..
  • Team Leadership and Development: Manages and mentors a team of finance professionals fostering team growth, performance, and professional development by setting clear goals, providing feedback, and ensuring the team's alignment with the objectives set by the organization.
  • Strategic Planning Support: Collaborates with senior leadership to provide financial insights that support strategic decision-making and business plans. 
  • Other duties: Performs all other duties as assigned.

What you will bring to Precinct One

Education:

  • Bachelor’s degree in Accounting, Finance, Business Management, or related field from an accredited college or university

Experience: 
  • Minimum of five (5) years of experience working in Finance, Financial Planning, Budgeting, or related field
  • Minimum of three (3) years of experience in a managerial role
Knowledge, Skills, and Abilities:
  • Ability to analyze data and perform required functions within standard ERP systems (PeopleSoft preferred).
  • Ability to build or implement data dashboards and data analytics in electronic format (Power BI, Tableau, etc.).
  • Ability to analyze cost-effectiveness of programs and initiatives.
  • Detail-oriented mindset with the ability to manage multiple tasks and deadlines.
  • Excellent verbal and written communication skills for presenting findings to both financial and non-financial stakeholders.
  • Knowledge of Generally Accepted Accounting Principles and Government Accounting Principles.
  • Strong understanding of municipal finance and budget practices. Awareness of laws about municipal governments.
  • Strong business acumen and the ability to align financial strategies with organizational objectives.

Experience:
  • Experience with Tableau, QuickBooks, Power BI and PeopleSoft (preferred)

Licensure:
  • Certified Public Accountant (CPA) or other financial certification (preferred)

  • Some evenings and weekends may be required

  • This job operates in a professional office environment. This role uses standard office equipment such as computers, phones, printers, and copiers. 
  • This role is a standard office role which requires remaining stationary for long periods of time. At times files or boxes must be transported weighing up to 15lbs.

The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas.
