Through its core values of innovation, engagement, and health equity, HCPH strives to bring meaningful solutions to public health issues while keeping Harris County healthy and vibrant.Position Overview:The Healthy Start Program Manager provides operative oversight, to include personnel management, grant fiscal management, and day-to-day operations oversight of the Healthy Start Program within the Harris County Public Health (HCPH) Community Health and Wellness Division. The Program Manager is responsible for enhancing maternal and infant well-being through the Healthy Start (HS) program, emphasized by a comprehensive approach to direct and enabling services. Key components crucial to the HS program, include navigating partnerships, implementing evidence-based practices, customizing services, providing a dual-service delivery model, and initiating outreach and retention initiatives. This role provides overall leadership and direction for the program, oversees project activities, ensures adherence to objectives and timelines, and manages resources contributing to reducing infant mortality and promoting overall family well-being. This role ensures compliance in accordance with the federal, state, and local laws; rules and regulations; and policies, procedures, and guidelines of HCPH.Duties and Responsibilities:
  • Manages daily operations, including determining and maintaining staffing levels and competencies necessary to effectively implement program requirements, recruit potential candidates, determine assignments and deliverables, and evaluate employee performance and operational effectiveness.
  • Develops and manages the implementation of evidence-based practices and grant and contract compliance evaluation, including annual plans, performance metrics, and objectives. Develops, reviews, and updates policies and procedures as necessary.
  • Develops and implements strategies for the effective operation of services, identifying deficiencies and making necessary improvements as appropriate to assure compliance with applicable Federal, State, and HCPH requirements.
  • Manage and monitor program budget and resources in collaboration with the Finance Office, ensuring funds are expended cost-effectively.
  • Provide leadership and guidance to program staff, ensuring the delivery of quality services to Harris County residents most vulnerable to maternal and infant health disparities.
  • Develops and strengthens relationships with internal and external partners, ensuring the delivery of services through an integrated care model.
  • Attends community partner meetings in the service area to stay informed of community services and to share program information. Monitors service area for new resources in the community and provides information regarding program services to new programs/agencies. Attends events as a guest speaker to share information about program services.

Education:
  • Master's degree in Health Administration, Public Health, Business, or a related field
Experience:
  • Three (3) years of experience in healthcare management with hands-on experience in personnel supervision and management, budget planning, and fiscal control.
Licenses:
  • Valid TX driver's license
Knowledge, Skills and Abilities:
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Strong written and oral communication skills, and ability to multi-task and adjust priorities as needed
  • Self-directed with a high degree of critical thinking, independent judgment, problem solving ability
  • Ability to analyze and report complex financial information to reach sound conclusions and make practical recommendations
  • Ability to maintain confidentiality when dealing with sensitive information
  • Ability to work well with public and staff members
