For School Year 2023-2024261- Work Day CalendarStarting: $23.45/hr https://www.hsd2.org/our-district/financial-transparencyJob Summary:Communicate a clear understanding of the District’s benefits package including medical, dental, vision, life, disability, and 125 Flexible Benefits. Must have a comprehensive understanding of Affordable Care Act, COBRA, and FMLA. Produces and maintains annual 1095 forms according to the Affordable Care Act, including transmittal to the IRS. Interacts with computer software and providers’ internet-based eligibility programs to enroll and terminate participants, audit eligibility reports, reconcile retiree plans, and produce reports. Support the Wellness and Employee Assistance Programs. The Benefits and Wellness Specialist will also update and maintain data in the Performance Matters software system and provide technical and administrative support to the Human Resources Specialists as needed, to include tracking data for licensed staff salary movement.Essential Duties and Responsibilities:Responsible for the accurate input of enrollment change forms into payroll and online insurance systems/websites and maintaining correct enrollment numbers. Report changes of name, address, and family status to insurance companies. Analyze and assist with the determination of benefit-eligible employees. Update the benefits web page which includes a link to the district employee assistance program and wellness program to ensure the information listed is current and accurate. Notify COBRA vendor of COBRA-eligible employees, qualifying events, and new hires. Stay current with applicable state laws and mandates.Answer questions regarding benefits, employee assistance program, and wellness for District staff through phone calls, memos, e-mails, and personal meetings. Provide guidance to employees regarding enrollment practices, coverage, and change procedures and assist in researching and solving specific issues or problems. Create and maintain benefit files, records, and electronic databases. Audit enrollments to ensure accuracy and conformity with payroll and plan administrators.Prepare, proofread, distribute, and file correspondence, reports, and other documents using Word, Excel, PowerPoint, and web design software. Maintain tracking methods to ensure all new hire acknowledgment paperwork is entered accurately.Develop, manage, assemble, and distribute benefits, staff employee assistance program, and wellness paperwork to all eligible employees. This includes but is not limited to meeting with the insurance committee to update the wellness coordinator on trends for the district. Coordinate district flu shots and payment for non-insured member participation. Work closely with vendors like American Heart Association to develop and maintain partnerships focused on wellness. Provide employee assistance program and wellness information on a monthly basis to the wellness coordinator for inclusion in the wellness newsletter. Partner with vendors whose focus is on staff wellness and coordinate events/programs.Manages the Performance Matters software system and inputs PD trainings and completed PD hours. Performance Matters is the software system utilized by the district where pertinent information is stored and used for the operation of tracking professional development offerings and individual staff transcripts.Input and maintain individual time reporting access for employees approved for extended learning opportunities, coaching/intramurals, and summer school/ESY. Works with HR Specialists when trouble shooting system for errors in setup.Participate in insurance, employee assistance program, and wellness committee meetings. Prepare agendas, take and distribute minutes and notify members of actions taken and other important information for the Insurance committee only. Promote, support, and track employee assistance programs and wellness utilization.Review, maintain, analyze and track Licensed Staff Salary Advancement applications to include calculating progress toward salary advancement as supported by the verified CEUs/PD hours on college transcripts and/or the district’s professional development transcripts. Based on the collected information, salary recommendations will be forwarded to HR Specialist for final approval.Produces and maintains annual 1095 forms according to the Affordable Care Act, including transmittal to the IRS. Notify, track, and support staff with insurance renewals.Perform other duties as assigned.Education, Training and Experience:High school diploma or equivalent. Associate’s degree or some college work preferred.Two-five years of general office experience preferred. One to three years’ experience in benefits and or supporting wellness programs.Benefits certification or applicable training in Employee Benefits.Proficient knowledge of Federal, State and local regulations on healthcare, including, but not limited to HIPAA, COBRA, ACA, Medicare, Flexible Spending Accounts, and Defined Contribution Plans.Intermediate writing, communication, and accounting skills.Excellent organizational skills.Advanced computer and software skills.
