Duties Summary

Performs professional accounting work on assigned components of a larger fiscal program or for a small department in accordance with standard accounting practices and general instructions; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Office of Sustainability, Climate, Equity & Resilience in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties

  • Maintains expenditure, object, cost, and control ledgers, registers, journals, and other records required in a fiscal operation.
  • Participates in the collection, compilation, classification, evaluation, and reporting of fiscal data.
  • Classifies, codes, and posts to proper accounts and funds, accounting documents covering encumbrances, expenditures, and revenues.
  • Oversees the payroll processing for the department; prepares related labor reports, e.g., job costing.
  • Prepares and processes personnel documents and transactions involving personnel changes, position changes, benefits, etc.; provides information on personnel laws, rules, and collective bargaining provisions.
  • May serve as contact person on all matters related to employee benefits; provides information on benefits to employees; distributes, reviews and processes all required enrollment or change forms.
  • Maintains required records for the determination and reporting of expenditures and fund balances for reimbursement under federal-aid programs.
  • Takes trial balances; makes adjusting and closing entries.
  • Verifies and analyzes financial data and prepares financial statements and reports.
  • Prepares or assists in the preparation of the annual budget; may participate in budget hearings.
  • Gathers data and performs studies on various problems arising related to financial administration; makes recommendations.
  • Conducts studies and estimates of department's revenues and operating costs and assists in working out allocation of funds to various programs or activities.
  • May supervise lower-level personnel concerned with fiscal control records; provides training as required.
  • May operate a vehicle to perform work-related duties.
Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:
  • graduation from an accredited college or university with a baccalaureate degree, with
  • twelve (12) semester credit hours in accounting and/or auditing courses (scan and attach a copy of your official college transcript to your application), and
  • one (1) year of professional work experience performing accounting or auditing work involving the maintenance or examination of accounting records and the preparation, analysis, and/or interpretation of financial statements and reports, and
  • demonstrated supervisory aptitude, as applicable to the position* (The immediate vacancy with the Office of Sustainability, Climate, Equity & Resilience does not require supervisory aptitude.), and
  • possession of a valid State of Hawai'i Driver License (Class 3) or any other valid comparable driver's license at the time of filing, as applicable to the position. You will be required to submit your valid driver's license at the time of hire, if the position requires a driver's license. (The immediate vacancy with the Office of Sustainability, Climate, Equity & Resilience requires a valid driver's license).
*Supervisory aptitude is the ability or potential of an individual to perform supervisory duties as demonstrated:
  • by the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
  • by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;
  • by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or
  • by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Substitutions of Experience for Education:
The following types of experience may be substituted for education on a year-for-year basis provided that such experience shall have included the preparation and/or analysis of financial statements and reports:
  • maintaining and/or reconciling general journals and general ledger accounts;
  • preparing balance sheets, profit and loss statements, and related accounting and financial reports;
  • examining accounts to identify significant changes and transactions that caused changes;
  • preparing worksheets or reports of examinations conducted, discrepancies noted, and corrective entries made to adjust accounts; or
  • preparing budget estimates for operational requirements and needs.
Non-qualifying work experience such as in the following positions will not be accepted for professional accounting or auditing experience:
  • bookkeeper or minor accounting or clerical positions;
  • accounting or bookkeeping machine operators;
  • office manager or owner of a business who supervise accountants, auditors or bookkeepers, but do not participate in the accounting or auditing work with responsibility for its technical adequacy; or
  • positions concerned with tax matters not requiring the application of general accounting and auditing principles.
Supervisory aptitude is the ability or potential of an individual to perform supervisory duties as demonstrated:
  • by the successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
  • by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;
  • by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or
  • by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Ability to: Prepare complete and accurate reports in accordance with accounting standards; analyze data, detect errors and correct inconsistencies in accounting records; learn and apply pertinent laws and regulations applicable to the department's programs; operate a personal computer using applicable software applications; and maintain effective working relationship with others.
