Title: Itinerant Preschool Special Education Teacher
Reports To: Director of Special Education
Terms of Employment: Full-Time 12 Months
Salary: NC State Salary Schedule
FLSA Exempt/Non-Exempt: Exempt

Qualifications:
• Bachelor’s degree from a regionally accredited college/university in Special Education
with Birth-Kindergarten add-on
OR
North Carolina Professional Educator’s License in Birth-Kindergarten with three years of
experience
• Must hold and maintain a valid motor vehicle operator’s license according to the State of
NC requirements
• DHHS Criminal Background check required
• CPR and First Aid certification, preferred
• Crisis Prevention and Intervention (CPI) certification, preferred

• None

Essential Duties and Responsibilities:
The Itinerant Preschool Special Education Teacher oversees the education of students with
physical, emotional, mental, and learning disabilities by coordinating and providing direct
instructional programs relating to preschool special education students and their Individual
Education Programs (IEPs). They promote policies and practices that strive to enhance and ensure
optimal outcomes and development of young children with disabilities and their families.
• Ability to work in a team environment and effectively collaborate with others.
• Ability to establish and maintain effective working relationships with school system staff,
students, parents, businesses, community agencies, and the public.
• Ability to communicate clearly and concisely both in oral and written form using a variety
of communication techniques and tools to ensure the appropriate flow of information,
collaborative efforts, and feedback
• Monitors and evaluates programs with students with disabilities.
• Maintains confidentiality of personally identifiable information in accordance with the
Family Educational Rights and Privacy Act of 1974 (FERPA).
• Complies with all federal, state, and local laws, regulations, guidelines, and procedures as
they relate to the special education program throughout the district.
• Maintains an environment conducive to learning and provides developmentally appropriate
practices for young children with disabilities.
• Collaborate with families and professionals to design and deliver learning experiences
geared towards the individual needs and capabilities of the students under their supervision.

• Work in partnership with Preschool Coordinator to help facilitate the efforts of preschool
students with disabilities.
• Develop and implement individualized educational plans that address the unique needs and
goals of the student.
• Implements instructional strategies and progress monitoring tools to provide specially
designed instruction.
• Monitors student behavior; maintains discipline in different settings; deescalates
inappropriate behaviors; teaches students appropriate behavioral strategies.
• Evaluates student’s work and progress, addresses or adjusts instruction to address any
concerns or educational needs of the student, and coordinates progress reporting as required
by the IEP.
• Completes Child Outcome Summary Forms for students.
• Facilitates student’s IEP meetings and serves as a collaborative team member.
• Completes paperwork required from a referral to eligibility, as well as annual reviews,
reevaluations, etc in ECATS.
• Knowledge of instructional practices and delivery related to specially designed instruction
to articulate the needs and interventions of students in IEP meetings both verbally and in
ECATS.
• Knowledge of PreK standards and curriculum and age appropriate developmental
expectation.
• Provide direct instruction and support to students within the Hoke County Public school
system, as well as child care centers, private schools, Head Start program, and NC PreK
classes within Hoke County.
• Collaborate with classroom teachers, parents, and other professionals to ensure the
student's needs are met effectively.
• Provide guidance and support to other school staff and related service staff to create an
inclusive and supportive learning environment with access to instruction.
• Ability to recognize, adapt, modify and support students with a variety of backgrounds,
abilities, exceptionalities, physical needs, and learning styles.
• Work in collaboration with other staff members to ensure the student’s success.
• Document services provided including attending, direction instruction content, and student
response to instruction, and record/interpret data, information for progress monitoring.
• Maintain teaching/therapy equipment and supplies, provide inventory updates, and ensure
that broken devices are repaired or discarded and replaced.
• Ability to travel within Hoke County to serve students at different locations.
• Effective communication and collaboration skills to work closely with students, parents,
educators, and colleagues.
• Stays abreast of trends, research, and best practices for instruction by attending professional
development events, utilizing social media, and communicating with other professionals
within and outside the district.
• Performs other related duties, as assigned.

Physical and Cognitive Requirements:
The major physical and cognitive requirements listed below are applicable to the Itinerant
Preschool Special Education Teacher’s job classification within the Exceptional Children’s
Program of Hoke County Schools.

Work in this classification is considered light physical work requiring the exertion of up to 20
pounds of force occasionally and a negligible amount of force frequently or constantly to move
objects.

Must be able to:
• Prepare, read and comprehend a variety of job related forms, reports, spreadsheets, maps,
plans, records, documentation and correspondence in all languages required by the job
• Understand and conform to all rules of punctuation, grammar, diction and style
• Speak to individuals or groups of people with poise, voice control and confidence
• Respond adequately to inquiries or complaints
• Write using standard convention in all languages required by the job
• Apply principles of logical or scientific thinking to define problems, collect data, establish
facts and draw valid conclusions
• Apply common sense understanding to carry out instructions furnished in written, oral or
diagrammatic form
• Communicate effectively and efficiently, both orally and in writing
• Use/interpret job related terminology, mathematical formulas and functions effectively and
efficiently
• Deal with people beyond giving and receiving instructions
• Perform under stress, deal with persons acting under stress and adapt when confronted with
emergency situations
• Be sensitive to cultural differences among individuals and groups of persons
• Operate a motor vehicle
• Operate/use a variety of automated office machines and other job specific office equipment
