About the Position
The Director of the Behavioral Health Services Department isan active management position with administrative oversight of the SubstanceUse Disorder Program, Behavioral Intervention Specialist Program and Admissions/Intake.The candidate consistently supports compliance and the principles ofresponsibility by maintaining the privacy and confidentially of patientinformation, supervision of clinical supervisors, program manager(s) andsupport staff.
Essential Duties and Responsibilities include the following. Other duties maybe assigned.
1. Lead a team of clinical professionals whoare responsible for the delivery of healthcare services and compliance ofindustry and standards of an adolescent residential treatment center.
2. Supervises the Clinicians and ClinicalSupervisors on matters related to staffing schedules, personnel issues,Compliance and ensuring the client service data is properly documented in anEMR system and is of a quality that meets medical necessity standards.
3. Responsible for all programming auditsto maintain compliance and operational standards.
4. Plan, design, develop and direct a comprehensive,interdisciplinary and compassionate residential substance abuse program formale and female adolescents, ages 13 to 18.
5. Work in collaboration with the Tribes and government entities inthe admissions of applicants for inpatient services ensuring all health informationgathered supports ASAM 3.5 admissions and medical billing standards.
6. Ensures all clinical services are evidenced based and trauma-informed,and focused on cultural needs.
7. Plan and facilitate the BH operations meetings to ensure that allsupervisors and managers are working in accordance with the Healing Lodge'smission, supporting the Strategic Plan, following Department's operationalgoals, objectives and meeting performance deliverables.
8. Ensure the patients are treated with respect and dignity whileparticipating in their recovery program and as a resident in the facility.
9. Develops innovative programs and workflows, policies, practices,and/or guidelines in order to meet and/or exceed quality, access, patient/staffsafety, targets and goals.
10. Leads and manages work groups on the various quality performanceand improvement projects.
11. Analyze data and prepare written and oral reports for theExecutive Director on behavioral health services productivity goals,identifying challenges and potential resolutions.
12. Appropriately manage department budgetsrevenue by carefully monitoring Daily Resident Census. For managingexpenditures, work directly with Finance to develop, track, and manageexpenditures through employee hour reports and detailed expenditurereporting. Make the needed recommendation to Finance and theExecutive Director for budget submittals to the Board of Directors.
13. Ensures compliance with CARF/JCI accreditation, FQHC standards andother State/Federal agency regulations.
14. Prepare Department for all Behavioral Health Department program auditsand ensure all information and documentation is available for auditors.
15. Conduct employee performance evaluations ensuring patient safetyand delivery of quality clinical services are essential components of patientservice delivery and successful completion of the resident's recovery programto include aftercare services.
16. Provideconsistent direction and supervision to supervisees with a focus on ensuringappropriate coverage for the number of residents and shifts, and delivery ofquality and continuity of program services, activities and clinical careservice support.
17. Manage & monitor timelyresponses to operational problems ensuring thorough and accurate internal andexternal communications. Lead and coach on facilitation of positive and supportiveproblem-solving solutions.
18. Tracks Resident Admission census goals and objectives. Presentweekly Census Trend Analysis reports to Executive Director.
19. Lead department training classes involving theSUD & BIS staff in early detection, problem resolution, de-escalation,milieu management, motivation interviewing and positive resolution skilldevelopment; annually provide refresher courses.
20. Prepare high-level department operation reportsfor the Executive Board of Directors regular and BOD special meetings andpresent verbal reports to them as requested by the Executive Director.
21. Act as a resource for other department personnel,collaborator with interfacing departments, and leader and mentor for thedepartment staff.
22. Utilizes exceptional communication skills across a variety ofpersonnel and departments. Maintains high level of respect, professionalism andcollaboration across all levels of the organization.
23. Other duties as assigned.

SupervisoryResponsibilities :
This position is responsible for the overall direction,coordination, and evaluation of the department clinical, support staff andsubcontractors. Carries out supervisoryresponsibilities in accordance with the organization's policies and applicablelaws includes interviewing, hiring, and professional development of a varietyof professional and support personnel, and addresses complaints and resolvesproblems in a timely manner.
Education and/or Experience:
  • The candidate must possess a Master Degree in Health and/or related field from an accredited university and/or equivalent combination of education and experience.
  • Must have a current Washington State Department of Health SUDP license and meet requirements to be a Clinical Supervisor.
  • Up to five years progressively advanced work experience in adolescent substance and addiction within the youth residential treatment, social service or behavioral health agency setting, at the Director level providing direct program administration and staff supervision.
  • Possess direct work experience with American Indian/Alaska Native population and Indian Tribes preferred.
•Possess advance knowledge of adolescent residentialtreatment compliance standards involving State, Federal, Indian Health Services,and the CARF and/or Joint Commission accreditation.
Certificates, Licenses, orRegistrations:
•Must maintain a valid unrestricted Washington State Driver's Licensefor frequent travel and the usage of agency/GSA vehicles.
Computer Skills:
To perform this job successfully, an individual must be proficientin MS Office Suite, including Outlook, Word,Excel, & PowerPoint.
