This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). NY HELPS: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Preferred Qualification: Knowledge of Home & Community Based Services surveillance process and State and Federal laws and regulations, excellent communication, written and organizational skills; ability to function independently and to work cooperatively in a team based setting; ability to deal with multiple tasks and priorities; ability to use various computer software programs Microsoft Word, Excel, SharePoint, Adobe Acrobat Pro, State Financial System, Executive Correspondence Unit (ECU) process and policies and procedures for responding to FOIL inquires, and other database applications.
The individual selected for this position will perform administrative support and communications tasks for the Department. Responsibilities may include all or some of the following: •Coordinate the Regional Office’s response to FOIL requests and subpoenas including assisting in assembling responsive documents. • Coordinate and maintaining all Regional Office records both electronic and hard copy if required. • Participate in process improvement projects undertaken by the Regional Office. • Coordinate and maintain the database, including timely data entry, development of correspondence and uploads • Responsible for scheduling and tracking the survey process including developing survey schedules, tracking specific target dates and communicating important deadlines to surveillance staff when needed. • Answering and triaging incoming correspondence • Run weekly, biweekly, monthly, annual, and Ad Hoc reports • Analyze and create Excel tracking reports. • Any other requested tasks to support the Bureau.
