This commitment applies to all aspects of the Health Federation of Philadelphia’s employment practices, including recruiting, hiring, training, and promotion.Job SummaryThe Division of Maternal, Child, and Family Health (MCFH) of the Philadelphia Department of Public Health (PDPH) is seeking experienced community doulas to work as case managers within its Healthy Start Program. The Healthy Start Doula Program is a free doula home visiting program that provides education and care coordination to pregnant women and families of children under the age of eighteen months. The goal of the program is to lower risk factors associated with preterm birth, low birth weight, infant mortality and poor developmental outcomes. The purpose of the program is to improve health outcomes before, during, and after pregnancy, and reduce racial/ethnic differences in rates of infant death and adverse perinatal outcomes. The Healthy Start Doula Case Managers are responsible for providing doula support throughout the prenatal and postpartum period, as well as guidance during birth itself. The Doula Case Managers will also conduct home visits and provide health education following all Healthy Start programmatic requirements.

We accomplish our mission through coalition building, data and evaluation, policy and advocacy, public health campaigns, direct service, and capacity building.JOB SPECIFICATIONSResponsibilities/Duties
  • Provide case management, care coordination and doula support to Healthy Start clients through home visits, virtual meetings, phone and text.
  • Attend Healthy Start trainings and master program requirements.
  • Provide continuous in-person and/or virtual support in the prenatal, birth and up to 18 months postpartum by offering education and guidance with birth preparation, lactation, newborn care, child development, parenting and other needs that may arise on a case-by-case basis.
  • Maintain minimum participant load as assigned by Program Manager.
  • Conduct participant intakes and maintain participant visit schedule on a needs-based schedule.
  • Maintain documentation notes for all visits through a data software system for the program following Healthy Start program requirements.
  • Assist with facilitation of group education/support other parent focused events according to subject area specializations.
  • Participate in program’s other outreach and engagement initiatives for recruitment purposes.
Education And Experience
  • Proof of completion of both Birth and Postpartum Community Doula trainings.
  • Experience as community health worker, community doula or related positions highly preferred.
  • Certified through the PA Doula Commission, or willingness to submit for certification upon hire required.
  • Have attended a minimum of 10 births, with at least half of those births in Philadelphia hospitals.
  • Possess strong interpersonal skills and ability to provide compassionate patient service.
  • Exhibit strong written and verbal communication skills with the ability to communicate effectively with participants, families, and professional partners.
  • Demonstrate flexibility, professionalism, and the ability to manage multiple participants simultaneously.
  • Display ability to operate both independently and collaborate as part of a team.
  • Perform work in detail-oriented manner with excellent organizational skills.
  • Possess experience in self-regulation and self-care when dealing with intense situations.
Work Environment: This is not remote work. The applicant will work from the Health Department offices or other locations as assigned.
Travel: This position will involve fieldwork, with in-person support provided through field visits and attending events at hospitals, community organizations, health fairs, and other outreach response activities.
Physical Demands: This job may require moderate physical effort including lifting materials and equipment of less than 25 pounds, and involves viewing a CRT or VDT screen 50 to 75 % of the time.
Proof of COVID-19 Vaccination Requirement: Proof of COVID-19 Vaccination must be produced upon hire.
