Job Description: Responsibilities The Program Manager I will support NYS's efforts to eliminate Hepatitis C as a public health problem by managing and overseeing NYS's Hepatitis C testing and navigation initiatives and statewide community mobilization activities. The incumbent will also be responsible for policy development and implementation and oversee administrative activities within the Bureau. The incumbent will work independently and as a part of a team. The incumbent will collaborate with internal and external partners, including other state agencies, NYC Department of Health and community members and organizations, including people with lived experience.
Minimum Qualifications A Bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience.
Preferred Qualifications Demonstrated knowledge of Hepatitis C and the Hepatitis C care continuum. Experience in the development or management of programs to address needs of diverse populations such as people living with hepatitis C and HIV/Hepatitis C coinfection, people who use/inject drugs. Experience in coalition building/community mobilization. At least five years of experience in contract management/program management, including the provision of technical assistance or capacity-building assistance. At least two years of experience in program evaluation. At least five years supervising staff. Experience in developing public health policy. Experience with convening workgroups and large meetings. Demonstrated excellent decision making, communication and interpersonal skills.
Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
Travel, up to 25% of the time, will be required.
This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
