Department of Health (Albany, Office of Health Care Workforce Innovation) - Public Health Fellow III (Program and Organizational Management) Please email pcgphc@pcgus.com if you experience any difficulty applying to this role.In 2021, the New York State Public Health Corps (NYSPHC) Fellowship Program was formed to support New York State public health preparedness and response related to the COVID-19 pandemic and other public health emergencies. In August 2024, the next cohort of NYSPHC Fellows will be mobilized across New York State to 1) provide critical support and services to the New York State Department of Health, local health departments (LHD), and community-based sites in response to both current and future public health emergencies, (2) build effective communication and messaging throughout the State to support key strategies addressing public health efforts, and (3) facilitate connections among the community level public health stakeholders required to strengthen and sustain public health learning and action partnerships. Public Consulting Group LLC (PCG), as the project manager, and its affiliate, Staffing Solutions Organization LLC (SSO), have partnered with NYSPHC for SSO to recruit and hire Fellows for the 2024-2026 Public Health Corps Cohort. Applicants MUST submit the following components with their application:ResumeStatement of Purpose – Upload under “Cover Letter” section of application, 500 words or less2 Professional References – Upload under “Additional Documents” section of application. Responsibilities As a Public Health Fellow III, you are responsible for working with the designated host organization to provide specialized professional services related to public health priorities. The Public Health Fellow III will have an onsite presence based on the needs of the host organization. The host organization may require up to 100 percent onsite work and/or local travel. Comply with NYSPHC requirements, including successfully completing Cornell University’s Public Health Essentials Certificate Course and University of Miami’s Building Expertise in Administration and Management Certificate course. Comply with PCG project and SSO employment and program requirements. Focus efforts in at least one of the following areas: communications; emergency preparedness and response; epidemiology; laboratory; policy development; program and organizational management; and stakeholder engagement. Responsibilities and tasks may include: May perform supervisory work coordinating small teams or providing other monitoring and maintenance support services. Collaborate with, establish, and maintain appropriate partnerships and resources, including community organizations and schools, based on host organization needs. Coordinate public health investigations and surveillance activities to gather information on COVID-19, emerging or future public health threats, and/or chronic or communicable diseases. Develop and provide public health education, training, and outreach programs. Evaluate and assess data required by the host organization. Prepare written summaries, reports, and action plans. Plan, create, and disseminate communications for public health outreach. Educate and facilitate the public in obtaining appropriate services. Communicate regularly with the NYSDOH Fellowship Placement Coordinator. Other duties, as assigned. Fellowship Position Specific Description The Department of Health (Albany, Office of Health Care Workforce Innovation) Public Health Fellow III will work in the area of Program and Organizational Management with a focus in Public Health Infrastructure. This position is located in Albany, NY at the Corning Tower Department of Health Office. The Office of Healthcare Workforce Innovation (Office) was created in 2022 by Governor Hochul in response to the COVID-19 pandemic. In this post-pandemic climate, the need for a sustainable health workforce is crucial. The Office is focused on increasing the supply of workers to meet demands across the state, emphasizing unique challenges and opportunities of expanding workforce in underserved and historically marginalized communities. The Office addresses shortages through program initiatives and data-driven policy recommendations. The fellow will serve in an administrative role responsible for overseeing the fiscal, program, and evaluation activities for the Healthcare Workforce Hub. The hub is envisioned to serve as a robust resource for those exploring or pursuing careers in healthcare – acting as a conduit linking end-users to organizations, agencies, resources, and information including but not limited to employers, educational institutions, training programs, financial aid, loan repayment, data, and research, and such. Summer 2024 request for proposals is estimated. The Fellow will lead this initiative, coordinating daily operations and activities to advance this priority, including reviewing, and assessing vendor applications and developing and implementing evaluation tools and processes including quality improvement, data collection, and performance measurement reporting to drive program success. The Fellow will develop training materials, resources, and tools to ensure the hub is viable and reaching a broad audience across the state and meeting stakeholder expectations. Furthermore, the Fellow will monitor the contract, budget, vouchers, work plans, project deliverables associated with the project. The Fellow will plan, collect, and synthesize information to support program activities. The Fellow will compile, analyze, and interpret data to communicate findings through the creation of summaries and presentations for internal and external audiences. Additionally, the Fellow will serve as an advisor/supervisor to four student interns, providing oversight of deliverables and offering support. Interns are expected to conduct literature reviews to interpret and develop conclusions to inform program strategies and provide policy recommendations. The Fellow will develop and coordinate projects for each, offering education, training, and resources as required. The Fellow will create an event to highlight student work across the division. Minimum Qualifications At least one of the following: Three years of experience within a health, public health, education, human services, community-based organization, or institutional setting Three years of experience in administrative, personnel, fiscal, or other related operational activity Master's degree Strong organizational, communication, and analytical skills, as well as the ability to lead effectively in a team environment. Proficiency with computers, which can include but not limited to word processing, email, data entry, using spreadsheets and databases, and creating presentations. Critical thinking and sound judgment. A flexible, adaptive, and composed attitude with the ability to interact professionally with culturally diverse individuals. Phenomenal work ethic with a positive attitude. Employment is contingent on completion of a background check. Must be able to meet position requirements, including reporting for onsite work or local travel as required. If a fully remote position, must have reliable internet access.
