This position is only open to Current Career/Career Conditional Employees of the Department of Health and Human Services (DHHS)in the Competitive service; DHHS Career Transition Assistance Program (CTAP); and PHS Commissioned Corps Officers billeted with HHS.PHS Commissioned Corps (CC) Officers will be referred as CC personnel and not as a candidate for conversion to a permanent federal appointment.
Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Budget Analyst, your major duties and responsibilities include:
  • Performing operational program budget execution duties to ensure that funds are used for the purposes, time period and in the amount of the appropriation for which it is successfully apportioned and allocated.
  • Continually monitoring control point expenditures in relation to planned levels.
  • Assembling and develops background data and documentation in support of requested program budgets for reference and evidence in formulating the organization's operating budget.
  • Preparing data summaries for inclusion in routine and special reports on budget execution.
  • Identifying alternative plans and budget requirements that will enhance the effectiveness and efficiency of the Agency.

GS-13 : In order to qualify for position at the GS-13 level , your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equivalent to the GS-12 include performing the following types on a regular and recurring basis:
  • Managing the budget execution and/or formulation needs of an organization's operating budget in accordance with the Federal budget process.
AND
  • Monitoring the status of Federal programs and operational funds, in order to identify problems areas, trends, or deficiency situations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

  • TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
