Heartland Human Care Services (HHCS) is seeking an exceptional Senior Director of SAFEty Program to spearhead our mission-driven initiatives and make a profound impact on our community. As the Senior Director, you will provide visionary leadership and strategic direction for our comprehensive suite of safety programs, including Youth Residential Programming, Juvenile Justice Alternatives to Detention, Home Study and Post Release Services for Immigrant Children, and Freedom from Trafficking Services.
You will lead and inspire the SAFEty administrative and programming teams, collaborate with functional areas to integrate support from Human Resources, Finance, Compliance, Risk Management, and IT, and design and implement high-quality, fiscally sound programs. Cultivating and maintaining strong relationships with funders, identifying and pursuing growth opportunities aligned with HHCS’s mission, ensuring all SAFEty programs are professionally managed and financially sustainable, and overseeing the department's overall budget are key responsibilities.
Reporting directly to the Executive Director of HHCS, you will establish and achieve annual Success Objectives, driving the effectiveness and impact of our safety programs.

Essential FunctionsDuties & ResponsibilitiesStrategic Leadership
  • Leads HHCS’ SAFEty programs and teams to achieve strategic outcomes.
  • Provides strategic direction, and coordination of the SAFEty programming and related systems for the organization.
  • Develops and maintains a strategic annual plan, including programming vision, relationship building, future growth opportunities, staff development, and programming costs and budgets.
  • Develops, plans, provides, manages, monitors, and evaluates multi-service programs to meet participant, community and organizational needs in areas including but not limited to youth residential services, juvenile justice alternatives to detention, home study and post release services, victim recovery services, and freedom from trafficking services.
  • Leads the SAFEty Programming’s efforts regarding staff retention and engagement and ongoing efforts to improve both and promote a positive workplace culture in all SAFEty programs.
  • Provides appropriate supervision and leadership development to management staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training assigned employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Participates and provides leadership around the development and implementation of the Heartland Human Care Services Strategic Plan.
  • Develops and reviews public and private grant applications and contracts necessary to support the maintenance and expansion of programs.
  • Provides monthly reports and communicates regularly with the Executive Director regarding emerging issues, trends, risks, and opportunities.
Partnership Management
  • Serves as a full participant in the HHCS senior leadership and director teams.
  • Manages longer-term or broader relationships and projects to improve functional capabilities and service in collaboration with HHCS leadership team and Heartland Human Care Services Business Services.
  • Represents organization providing leadership, advocacy and planning at state and local governmental committees.
  • Maintains contact with funders and stays abreast of funder requirements, facilitates site visits, and serves as primary liaison with funders for the SAFEty programs.
  • Oversees the negotiation of formal and informal linkage agreements, partnerships and contracts with internal and external programs and agencies to ensure continuity of services for participants.
  • Participates on the appropriate committees and represents the programs/agency in the community, locally and nationally.
  • Presents locally and/or nationally regarding services and related topics.
Quality Management
  • Provides routine evaluative and monitoring reports, corrective action recommendations, and quality improvement programs.
  • Ensures compliance with contract expectations, governing laws and rules, program and organizational policies and procedures and timely completion of quality reports.
  • Adheres to professional standards as outlined by governmental bodies, appropriate professional associations, and private funding sources.
  • Assists in the development of plans/policies related to professional standards.
  • Develops and implements company guidelines for professional standards. Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards.
  • Ensure program policies are complete, and up to date.
  • Ensures staff carry out policies and procedures with integrity.
Budgeting
  • Oversees the development of program services budgets, approves expenditures according to Organization policy and monitors the overall SAFEty budget.
  • Reports monthly on expenditures and yearly projections.
Fund raising
  • Participates in creation of fundraising and development plans to support program financial stability and growth, including fee for services and grant opportunities.
  • Acts as a primary liaison to governmental agencies, funding sources, private agencies, and community organizations on issues related to safety and mitigating poverty and participates in funding requests as appropriate.
Supervisory Responsibilities (if Applicable)Manages subordinate directors who supervise employees in administration and program services. Is responsible for the overall direction and performance of residential programs. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Directly supervises 4 directors: Managing Director of Supportive Services; Managing Director Quality, Compliance, Safety Administration; Directors of Programs
Education And ExperienceTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   • Bachelor's degree in human services or a related field is required. Master's Degree preferred.
  • Minimum ten (10) years of experience managing high regulatory requirements and interfacing with government agencies and funders is required.
  • Minimum seven (7) years of experience at the senior level is required. Preferably in nonprofit leadership.
  • Minimum five (5) years’ experience with youth residential program operations and youth and family services preferred.
  • Highly preferred experience managing program evaluations, teams, and a workforce of over 100 people, and formal process improvement training.
  • Ability to pass criminal and child welfare background check is required.

Work ArrangementThis position is on-site, Monday to Friday, 8:30am – 5:00pm, to complete work and all related necessary tasks, with the ability to work from home as appropriate. This role is eligible for a “hybrid” work arrangement.

  • Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location.
  • Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.
