Purpose:
At a practical, day-to-day level, the responsibilities of a compliance manager include maintaining Helping Out People Environments legal and ethical integrity through policy planning, updating policies and procedures, enforcing the rules, staying in compliance with DBHDD, DCH and Qlarant, Medicaid and CQL rules and regulations and addressing compliance issues as they arise.
Work Hours:
Monday- Friday 8:30-4:30
Location for office: 3020 Avondale Mill Road
Purpose: Training staff to be exceptional in the residential department
Must Have: Know how to solve problems, understanding how to think outside the box, people skills with communication, understanding how to train difficult people, understanding how to motivate employees and how to solve problems without assistances.
Job Duties:
INCIDENTS
1) All incident reports submitted in Jot Form must be documented on a spread sheet. The incidents must be separated by location. On the spread sheet it should state every location and tally marks should show the incidents monthly and from which location. Compliance Manager must be involved in Quality Improvement Committee to discuss the incidents and see if prevention is possible.
2) All incidents with Emergency Room, Deaths and Hospitalizations should be uploaded Jot Form immediately. All deaths must be uploaded immediately no exceptions state rule.
3) Once an incident is submitted print the Jot Form report to keep in your records for review purposes.
FIRE DRILLS
1) Fire drills are submitted to the Compliance Manager monthly, no exceptions. If you do not have a fire drill within three days each month, they should be submitted instantly. This is for the entire residential department.
2) Each December Southern Safety should be contacted about tagging all residential fire extinguishers. Compliance manager must have all fire extinguishers at the office before Southern Safety arrives. No exceptions with group home managers. They must be transported to the office for full inspection.
COMPLIANTS
1) Compliance manager will get a copy of CLS/CRA complaints to file in he/she book monthly.
2) Compliance manager will make sure that individuals understand they can express their desires to the compliance manager.
3) Compliance manager will make sure that staff understand they can express their desires to the compliance manager.
ACCREDITATION
1) The compliance manager will be the lead for the four years accreditation process for residential. The compliance manager will work with the CRA Case Manager. The CQL team will meet every quarter to make sure HOPE is complying and ready for the next 18 months, three years and four years accreditation follow ups.
2) The compliance manager will get familiar with Policy and Procedures and make sure that HOPE is following policies and procedures.
3) The compliance manager will assist with HFR policies which are DBHDD policies and assist with all new residential locations if applicable. The compliance manager will be responsible for sending the procedures and disaster plan for new locations.
INVESTIGATIONS
1) The compliance manager will not do investigations until he/she has been in this possession for 365 days. Once the position is mastered the next step will be a full compliance manager.
LEADERSHIP (Full responsibility after 365 days)
1) The compliance manager will make sure all rules are being followed. The compliance manager will never fabricate an incident report to protect employees.
2) The compliance manager will be honest with all incidents and handle each situation without being bias. If the compliance manager is found being unethical termination will happen immediately.
TRAINING
1) The compliance manager will train every DSP and manager before entering any home of Helping Out People Environments.
a. Therap
b. Understanding the home by teach the inspection sheet
c. Teaching managers how to do monthly menus
d. Teaching managers how to submit staff schedules by the 25 of every month. (Learning ADP system to input schedules)
e. Check the home every Monday and Tuesday for inspections. All issues need to be on the Jot Form and submitted. The manager will have two days to complete the corrections. Compliance manager will receive the corrections on Friday.
f. Compliance manager will have weekly Wednesday meeting with Director of Residential.
g. Receiving outing schedules on the 25th of every month
h. Teaching managers how to keep the houses clean and understanding the environmental safety of all homes.
i. Work with Director on better training and hiring qualified candidates.
EXPANDING RESIDENTIAL
1) The compliance manager will learn how to expand residential. Once residential has a consistent system, this department will start back growing.
2) Learn how to find homes, code homes and pass inspections.
REPORTING
1) The compliance manager will report directly to Director of Residential Services for all issues in questions, needing extending understanding or assistance with correcting issues.
TIME MANAGEMENT:
1) The compliance manager will not wait to complete paperwork. The compliance manager will be punctual and have great leadership skills and time management perfection.
QLARANT
1) Compliance manager will help staff understand with HCP and risk mitigation is and how to stay in compliance.
2) Compliance manager will implement all departments following Qlarant layout for audits.
MEDICAID
1) Compliance manager will make sure all department are following Medicaid guidelines for audits.
DBHDD/Support Coordinators
1) Compliance manager will make sure all departments are following DBHDD guidelines for audits
DCH/HFR
1) Compliance manager will make sure all departments are following DCH/HFR guidelines for audits
CQL ACCREDITATION
1) Compliance manager will make sure all team members are following the standards to CQL for accreditation preparation each year. Quarterly meetings are mandatory for perfection.
Qualifications:
Must be a team member. Compliance Manager will work directly with Director of Residential Services and have a dedicated CRA Case Manager for all paperwork. This is a team position and you must be open to work as a team.
Must have a college degree, business management, social work, healthcare administration or psychology. Must have 5 years working directly with adults with developmental disabilities and manager of residential managers and direct support staff.
Abilities:
Must be able to comprehend paperwork, have critical thinking ability that is superior, must be able to solve a problem and present the solution, be able to type and have perfect grammar and no grammatical errors submitted to the State or CQL.
