Salary: $35.23-$50.83 per hour
SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS).HFH supports the Los Angeles County Homeless Initiative recommendations support the County's effort to address and combat homelessness in the communities within Los Angeles County.With more than 2,500 beds in its inventory, the HFH Interim Housing Program serves individuals with complex health and/or behavioral health conditions who need a higher level of support services than is available in most shelter settings. The program offers temporary housing in a stable environment to assist clients in stabilizing, increasing independence and completing permanent housing goals.
The Assistant Staff Analyst (ASA) in the Interim Housing (IH) will provide technical assistance and support to team members and IH providers on a variety of subjects that include IH referral pathways, program requirements, and supportive interventions for PEH. Ideal candidates will be organized, have basic knowledge of mainstream services for people experiencing homelessness, and be flexible to meet the changing needs and demands of the program.
POSITION OVERVIEW
The ASA may be assigned to one of the following areas within the IH Program:
IH- Referrals and Air Traffic Control
This team is responsible for participant referrals to the IH Program. They assess eligible IH applications/referrals from various referral partners, and triage to an appropriate IH provider bed. They collaborate with non-DHS stakeholders such as the Los Angeles Homeless Services Authority (LAHSA) and Department of Mental Health on an ongoing basis to ensure that referred participants are connected to the most appropriate IH resource within the homeless service delivery continuum. This team also provides ongoing technical assistance to referral partners as needed.
IH- Program Services
This team is responsible for the day-to-day IH operations by providing technical assistance, capacity building, crisis intervention, and ongoing engagement/case conferencing with all IH provider agencies. Members on this team are assigned to work directly with an established number of IH providers and ensure that the information, resources, and guidance needed to transition IH participants into more permanent housing opportunities are provided.
IH- Facilities Management and Quality Assurance
This team is responsible for providing subject matter expertise and technical guidance in relation to contract requirements for the IH-Program Services team and providers. They support quality services, resolution to incident and grievance reports and help to ensure provider adherence to their established statement of work. This team also conducts the annual programmatic and agency reviews of all providers in the IH Program's inventory.
ESSENTIAL FUNCTIONS
  • Provides technical assistance to program partners and providers on subject matter relevant to their assigned program area.
  • Recommends, develops, and implements program modifications.
  • Assists in the collection and analysis of data specific to program operations which may include referral source information, provider census information, and programmatic monitoring outcomes.
  • Provides regular programmatic updates to stakeholders that include internal program staff, participating departments, participating departments, partner agencies, contracted service providers, and other groups.
  • Supports in the development of tools that aid in the performance of essential function (I.e., monitoring tools, surveys for providers, forms for referral partners, etc.),
  • Conducts meetings and conference calls with relevant stakeholders to discuss operations in respective program area.
  • Monitors deliverables from all partners and identifies potential data collection roadblocks and solutions.
  • Other duties and special projects as assigned.
JOB QUALIFICATIONS
Education/Experience
Three or more years of highly complex administrative experience in the health, housing, social services or related sectors.
Certificates/Licenses/Clearances
  • Successful clearing through the Live Scan process with the County of Los Angeles.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Other Skills, Knowledge, and Abilities
  • Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Skype, Outlook, etc.
  • Able to multi-task and set workload priorities for time sensitive projects/tasks.
  • Ability to problem solve and make recommendations to processes, policies, etc.
  • Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
  • Able to work in a very diverse environment and with diverse individuals.
  • Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.
