Heluna Health is Hiring a Remote Program Manager (COVID and Respiratory Surveillance) - Remote

SUMMARY

Under the supervision of the Branch Chief of the COVID Control Branch in the Division of Communicable Disease Control (DCDC), at the California Department of Public Health (CDPH), the Program Manager will plan, implement, track, and coordinate programmatic activities related to COVID and respiratory surveillance activities in California.

The COVID Control Branch (CCB) provides scientific leadership on SARS-CoV-2 and bridges surveillance of other respiratory viruses to inform public health decision-making and action. Founded in 2023 and building on lessons learned through the COVID-19 response, our Branch utilizes genomic epidemiology, wastewater surveillance and forecasting, in addition to traditional disease surveillance methods, to monitor respiratory virus disease activity in California. CCB is also poised to lead the surveillance of other respiratory outbreaks as they emerge.

The Program Manager interacts with other teams across CDPH, including Guidance and Policy, Office of Infectious Disease Preparedness and Response, the Healthcare Associated Infections Program, the Schools team, the Occupational Health Branch, the Viral and Rickettsial Diseases Laboratory (VRDL), the CalConnect team, and the California Reportable Disease Information Exchange (CalREDIE), as well as multiple other internal and external partners involved in respiratory virus response efforts, including local health departments (LHDs) and the CDC.

The salary range for this position is $105,000 to $130,000 annually depending on experience/ qualifications.

ESSENTIAL FUNCTIONS

  • Plan, implement, track, and coordinate programmatic activities related to COVID and respiratory surveillance activities in California.
  • Participate in development of workplans and manage grants, budgets, and reports.
  • Collaborate with team leads to monitor and track project goals, tasks, and performance measures.
  • Generate summary and progress reports for CDPH leadership and grants.
  • Provide project management tools and ensure CCB staff have required information and training to fulfill job duties and adhere to departmental policies.
  • Establish and maintain reliable, efficient, and effective methods for communication with internal and external stakeholders.
  • Manage collaborative projects with teams outside of the COVID Control Branch.
  • Collaborate effectively in a team environment.
  • Perform other duties as directed by leadership.

JOB QUALIFICATIONS

  • Demonstrated ability to manage, implement and report on complex projects and budgets.
  • Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals and internal partners.
  • Understanding of the fundamentals and principles of public health and public health surveillance.
  • Able to collaborate effectively across multiple sectors and teams.
  • Demonstrated ability to manage grants and produce project reports.
  • Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.
  • High level analytical and problem-solving skills.
  • Completes assignments in a timely and efficient manner.
  • Ability to prioritize and manage multiple tasks, and work independently.
  • Demonstrate reliability and integrity.
  • Fluency in spoken English is required.

Education/Experience

  • Master’s degree in public health or related field, or equivalent work experience (e.g., 2 or more years in public or environmental health), required.
  • Experience implementing and managing public health or other related programs, required.
  • Experience in grant writing, grant reporting, and grant management, strongly preferred.
  • Experience in budget management, required.
  • Experience supervising staff, preferred.

WORK ENVIRONMENT

This is currently a remote position with the possibility of occasional in-person work at the California Department of Public Health (CDPH) Richmond. This position may be required to travel up to 10% for in-person meetings. Supervisor/leadership will determine work schedule.
