SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS).HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County's effort to address and combat homelessness in the communities residing within Los Angeles County.Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.
The Staff Analyst position researches, analyzes, and makes recommendations regarding the use and deployment of resources. This position also oversees the implementation of programs that have department-wide impact within the Department of Health Services. This position also plays a lead role with contractors and other external service and housing partners. This position is responsible for being prompt and responsive to all inquiries, planning, directing, implementing, budgeting, and monitoring the Flexible Housing Subsidy Pool (FHSP) and supportive services for people experiencing homelessness, who have complex health and/or behavioral health conditions, high utilizers of public services, and other vulnerable populations.
ESSENTIAL FUNCTIONS
  1. Direct the creation of project work plans; participate in regional coordination of homeless services; represent Housing for Health on committees, as assigned; assisting in reviewing program budgets.
  2. Develop policies and procedures, set programmatic benchmarks, and collect and analyze outcomes of data.
  3. Direct the implementation in managing the day-to-day operations of the projects, prepares project reports including expenditure reports, service utilization, performance data, and makes recommendations to improve effectiveness and efficiency.
  4. Conduct contract monitoring activities including annual administrative and ongoing programmatic monitoring and invoice processing.
  5. Coordinate and collaborate with all project partners (e.g., participating departments, contracted agencies, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
  6. Monitor deliverables from all partners and identifies potential data collection challenges and identifies solutions (e.g., ensure housing navigation activities are being implemented with contracted providers, work closely with staff at other system partner agencies to reduce barriers to care, ensure health care is being prioritized for program participants, etc.)
  7. Have access and be knowledgeable on the utilization of data systems across DHS and the homeless system of care, e.g., CHAMP, ORCHID, Clarity, Resource Management System, etc.
  8. Facilitate regularly scheduled meetings to ensure effective program implementation and work with supportive service providers to ensure seamless and integrated systems of care.
  9. Provide in person and/or virtual trainings on internal data systems (e.g., CHAMP), and best practices such as, Harm Reduction, Housing First, Trauma Informed Care, Motivational Interviewing, and any other relevant topic as assigned by HFH management that improves service quality for people who have and are experiencing homelessness.
  10. All other duties as assigned.
In addition to the General Duties above, candidates will focus on the following program areas:
  1. HHIP Unit Acquisition
  • Project manage HHIP unit acquisition process.
  • Manage RFP process in collaboration with FHSP Team staff and Brilliant Corners
  • Manage HHIP data and reporting needs for both program evaluation and external partners.
  • Participate in Unit Acquisition workgroup and other external coordination meetings.
  • Coordinate unit matching and other work in collaboration with Housing for Health staff and Brilliant Corners.
  • All other duties as assigned.
  1. FHSP Services
  • Oversee CalAIM community services facilitated by Brilliant Corners.
  • Represent the FHSP team in internal and external meetings related to CalAIM services.
  • Manage internal and external reporting and data entry in the CHAMP database.
  • Develop and manage KPI and quality assurance work.
  • Manage data and reporting needs for both program evaluation and external partners.
  • Participate in workgroup and other external coordination meetings.
Education/Experience
  • Four or more years of highly complex administrative or supervising experience in the health, housing, social services, or related sectors
JOB QUALIFICATIONS
The Staff Analyst on the FHSP team is a leader; is able to provide leadership on special projects; may lead a team of other analysts and staff; is able to provide technical assistance/training; requires minimal supervision to accomplish their job duties; is flexible; and, adaptable to changes that may be needed to meet the needs of people experiencing homelessness.
Other Skills, Knowledge, and Abilities
  • Knowledge of mainstream and specific programs and services tailored to people experiencing homelessness.
  • Knowledge of various services types/methodologies, program models in the homeless system of care.
  • Understanding the range of benefit programs serving clients who are experiencing homelessness.
  • Knowledge of affordable and low-income housing resources and in-depth knowledge of rental subsidy programs.
  • In depth understanding of how HFH is a partner in the Coordinated Entry System.
  • Have access and be knowledgeable on the utilization of data systems and the homeless systems of care.
  • Basic knowledge and willingness to master evidence based best practices including, Harm Reduction, Housing First, Trauma Informed Care, Whatever it Takes and Motivational Interviewing, etc.
  • Have the ability to track referrals and work with ICMS agencies to ensure vacancy to move in times are expedited so people experiencing homelessness are in permanent housing and no longer on the streets.
Certificates/Licenses/Clearances
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.
