Basic FunctionHF Sinclair Parco Refining LLC in Sinclair, WY is seeking a PSM Coordinator who provides advanced Process Safety Management (PSM) coordination and support for the Refinery. Develops and maintains PSM related programs for the assigned Refinery. Ensures Refinery meets all legally mandated requirements for Process Safety Management under minimal supervision. Tracks PSM needs and requirements as listed in tracking databases to maintain regulatory compliance in conjunction with management. May be required to provide PSM coverage for Turnarounds and/or other special projects. Acts as Refinery PSM technical expert and may direct or lead the work of others from time-to-time.
Job Duties
  • Provides Process Safety Management coordination, training and support for the Refinery
  • Provides PSM expertise, assistance, direction and development assistance to Refinery colleagues
  • Oversees and/or participates in revalidation studies for Process Safety Management (PSM) per annual schedule and conducts PHA studies associated with specific Management of Change (MOC) documents
  • Coordinates, reviews EH&S Management System Platform including changed management, risk register, action item tracker, and incident tracker
  • Develops, maintains, and reviews PSM related Recertification tests and documentation
  • Develops, maintains and/or monitors training material, information and programs for Refinery PSM and provides needed training for Refinery personnel
  • Analyzes related components and systems, processes and methods, and refinery processes
  • Oversees and coordinates all elements of PSM Compliance including RFCA's, Operating Manuals, Procedures and Guidelines, documentation of equipment, implementation of PSM recommendations, etc., for the Refinery
  • Tracks PSM needs and requirements as listed in procedures, guidelines, and tracking databases to maintain regulatory compliance
  • Provides PSM coverage for Turnarounds and/or other special projects as needed
  • Oversees Incident review, risk ranking and determine the level of investigation required
  • Maintain the Faculty siting requirements and assure site compliance
May perform the following other duties
  • Develop and maintain PSM related programs for the Refinery including coordination of PSM studies
  • Review, analyze and solve technical problems related to projects
  • Troubleshoot and update report data for business unit(s)
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time at their sole and complete discretion.
EXPERIENCEA minimum of five years of directly related experience in Health and Safety is required.
Preferred EXPERIENCEProcess Safety Management experience.
Education LevelA minimum of a Bachelor's Degree or equivalent refinery experience in lieu of a degree is required.
REQUIRED SKILLSAdvanced knowledge of PSM and ability to apply this knowledge. Self-starter with initiative to work toward Refinery goals. Strong general knowledge of Refinery Operations. Good interpersonal skills and team player. Advanced understanding of basic refinery practices and application of PSM Policies and Procedures. Demonstrated ability to stand firm on doing the job safely if challenged, while acting diplomatically. Ability to evaluate and take prudent risks to accomplish work. Open minded and willing to accept change. Advanced reading, presentation and communication skills (written and verbal) and ability to develop and lead training classes. Basic computer skills with ability to learn new programs quickly and proficiently. Intermediate mathematical ability.
Supervisory/Managerial ResponsibilityNone. May direct or lead the work of others from time-to-time.
Work ConditionsOffice and refinery based and may require up to 10% travel, by land or air. Subject to all weather conditions including out of doors, below grade and elevated positions. Industrial/Petroleum Refinery environment, including, but not limited to chemicals, pressure vessels, tanks and rotating equipment. Subject to varying road and weather conditions, including extreme temperatures. Exposed to close, confined spaces, loud noise and vibrations and risk of electrical shock.
PHYSICAL REQUIREMENTSJob conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying and pushing and pulling up to 50 lbs., climbing up to 100 ft., perceive color differences, reaching or grasping, required to wear personal protective equipment as needed and a respirator in emergency situations (beards not permitted). Job conditions may require twisting, stooping, crouching, kneeling, and working in confined spaces as permitted.
