This position will be Open Until Filled.**This position is being announced concurrently under Excepted Service Examining Plan and Merit Promotion procedures. This position organizes, directs, reviews work, administers personnel matters, and manages the unit 24/7.
  • Assists Supervisory Nurse in direct supervision, orientation, education, competency verification, performance evaluation, and awards/recognition for the professional nursing and support staff on the Medical/Surgical/3West Unit.
  • Assists in plan/adjust work assignments and operations to meet agency and organizational objectives, priorities, deadline, and standards of care with regulatory agencies an Indian Health Service (IHS) requirements.
  • Evaluate operations related to patient flow, patient safety, productivity and unit specific performance improvement plan to maintain quality improvement and staff participation/communication on the unit.
  • Performs clinical nursing care duties as needed to maintain nursing skills and clinical competence and expertise in specialty area, and cover nursing shortages.
  • Maintains records for patient assignments, census, and chart reviews. Assures adequate supplies and equipment area available for efficient operation of the unit.
  • Administers therapeutic measures as prescribed by the physician.
  • Coordinate and participates in the development, implementation, and evaluation of standards of care and performance improvement activities.
  • Applies and implements EEO program and guidelines.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. QualificationsTo qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Basic Requirement(s)Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing. A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education , Council on Accreditation of Nurse Anesthesia Educational Programs , Accreditation Commission for Midwifery Education , or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination . In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-10 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements for the GS-11 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements:
  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-09 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
Minimum QualificationsGS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: experience in providing supervision, leadership and management of nursing care activities in a nursing unit within a hospital setting.SUPERVISORY AND MANAGERIAL ABILITIES: Candidates should possess proficiency, or the potential to develop proficiency, in these competencies prior to entry into a supervisory positions:

Additional InformationPer IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.
