Duties
  • Serves as the Food and Drug Administration (FDA) appropriations authority on all budget development and evaluation activities and issues including those impacting medical products, foods, and cosmetics.
  • Demonstrates and exercises senior leadership/advisory roles in determining direction, creation, and implementation of FDA's efforts regarding appropriations issues of significant interest to the House and Senate Appropriations Committees.
  • Leads appropriations-related briefings, hearings, and other activities consisting of members of Congress, congressional staff, and the House and Senate Appropriations Committees.
  • Provides for greater coordination, integration, and administration of information, programs, and activities within FDA and externally with Health and Human Services, Office of Management and Budget (OMB), Congress, and other Federal Agencies.
  • Establishes goals and objectives, plans work to be accomplished, and assigns work considering difficulty of assignments and capabilities of subordinate organizations.
  • Utilizes subordinate supervisors and team leaders to direct, coordinate, and oversee work; make decisions on work problems presented by office's staff and stakeholders.

Introduction QualificationsThe 21st Century Cures Act ("Cures" or The Act) grants the Department of Health and Human Services (HHS), Food and Drug Administration (FDA) the authority to appoint outstanding and qualified candidates to scientific, technical, or professional positions that support the development, review, and regulation of medical products. Such positions shall be within the competitive service. Candidates will be appointed and compensated without regard to Title 5 of the United States Code (U.S.C.) governing appointment in the competitive service. The Act further states the Commissioner of FDA may determine and set (1) the annual rate of pay of any individual appointed; and (2) the annual rate of pay for any qualified scientific, technical, or professional personnel appointed to a position before the date of enactment of the 21st Century Cures Act. Based on the Act, it allows the FDA the authority to create and administer its own Alternative Pay System (APS) to recruit and retain qualified scientific, technical, or professional candidates to carry out mission-critical functions.
In order to qualify for the Director, Office of Congressional Appropriations position which falls under the 0301 occupational Series, you must meet the following requirements by 11:59 pm EST on 06/20/2024:Title 21 CURES Relevant Experience for Director, Office of Congressional Appropriations, AD-0301-00, Band F level:You must have 11 years of combined relevant experience in activities such as:
  • providing leadership, oversight and technical expertise on appropriations-related budget or legislative processes;
  • providing advice and consultation to senior-level government officials, or non-governmental officials and staff on all appropriations and other related issues, including congressional activities, hearings, and strategy, involving public health policy, budget, or funding matters;
  • serving as a key liaison among congressional staff and various levels of government; and
  • managing work of subordinates or junior level staff.
Position's Desired Skills, Experience, Or Education
  • At least Under-graduate Level Degree.The degree must be from an accredited program or institution.
  • Experience with the Congressional House and Senate Appropriations Subcommittees and their staffs.
  • Working knowledge of appropriations-related legislative issues related to regulated products.
