Description

 Job Summary: The Director of Administrative Services is responsible for leading and providing oversight to Hi-Hope’s administrative areas including human resources, accounting, technology, and facility/fleet maintenance. The Director of Administrative Services develops and implements effective operational policies and procedures to enhance organizational efficiency and productivity. The Director of Administrative Services assists the COO with setting organizational strategy and serves as a member of the Leadership Team. The Director provides leadership in strategic planning and goal setting for the administrative department to ensure that the department is aligned with the organization's mission and objectives. 

Requirements

Job Duties & Responsibilities:

Human Resources

· Act as the primary liaison for the outsourced human resources provider. Oversee provider performance and when appropriate, develop request for proposals, accept and review bids received and make recommendations to the COO for the vendor to be chosen.

· Oversee and supervise HR staff.

· Ensure consistent application and enforcement of HR policies and procedures.

· Provide oversight of the recruitment process and ensure staffing levels meet organizational needs and strategic objectives.

· Coordinate with outsourced HR provider to analyze HR metrics and data to inform decision making.

· Implement strategies to enhance employee engagement and retention.

Accounting

· Oversee, supervise and provide support to internal accounting staff.

Technology Oversight

· Provide oversight of technology infrastructure to include hardware, software, peripherals, and training at all locations.

· Maintain an inventory of hardware, software and related items including expected useful life of equipment.

· Act as the primary liaison for the outsourced technology provider and internet service provider. Oversee provider performance and when appropriate, develop request for proposals, accept and review bids received and make recommendations to the COO for the vendor to be chosen.

· Ensure employees have access to training needed to utilize technology in place at Hi-Hope.

· Maintain and implement a technology plan which allows management to anticipate technology purchases in future years and also meets CARF standards.

· Remain informed of organizational needs, changes in technology available to the organization, and recommends opportunities to use technology to improve efficiencies and support the mission of Hi-Hope.

· Maintain an understanding of how technology is being used to support individuals (e.g. communication devices) and makes recommendations as appropriate.

· Write and revise as necessary technology policies and procedures.

Facilities & Fleet Oversight

· Provide oversight of all facilities and associated infrastructure to include preventative maintenance, general repairs, emergency repairs, deferred maintenance and capital improvement projects.

· Oversee health and safety procedures conducted by maintenance technicians and external vendors, to include monthly safety inspections of all properties (which meet CARF requirements), fire safety equipment inspections, back flow device inspections and all other required inspections.

· Oversee and supervise maintenance staff.

· Act as primary contact and provide oversight to contract services for janitorial, landscape maintenance and related others as appropriate.

· Act as project manager representing Hi-Hope for all construction projects to include new build or renovations. Develop scope of work documents, requests for proposals, and contracts when indicated.

· Ensures that a comprehensive health and safety inspection is conducted at least annually by a qualified external authority which results in a written report documenting the areas inspected, recommendations for areas needing improvement and actions taken to respond to the recommendations.

· Oversight of fleet to include research, purchasing, and maintenance as per manufacturer specifications.

· Ensures that required safety equipment/documentation is present in each vehicle owned by Hi-Hope and contents are within their expiration dates.

· Ensures response to emergency situations related to fleet.

Operation

· Coordinates with other departments to facilitate seamless interdepartmental communication and collaboration.

· Serve as the primary liaison with Hi-Hope’s insurance agent and manages the claims process.

· Develop and maintain a corporate contracts database which provides pertinent information about individual contracts and ensures timely renewal or termination of each contract as required.

· Negotiate and manage vendor contracts by implementing processes for securing vendors, overseeing contract review processes, executing on integrating their services and providing regular status updates to the COO.

Job Requirements:

· Proficient in Microsoft Office, with advanced computer skills in Excel and PowerPoint.

· CPR/AED and First Aid certification, valid Georgia Driver's license; Transportation and Vehicle Emergency Evacuation training and De-escalation Techniques certification within 90-days of employment.

Job Experience & Education:

· Bachelor’s Degree from a college in business administration, management, human resources, accounting or related field. MBA preferred.

· Eight years of work experience in operational and strategic planning, supervising/leading others and managing departmental functions. Prefer experience in facility/fleet management and/or coordination/implementation of technology.
