Role: Project ManagerLocation: Washington DC Metropolitan area (On-site)Duration: Long Term ContractTask DescriptionProject Manager: Experience leading large ERP projects and managing with no support staff. Strong Project Management and system implementation experience. Demonstrated experience with either implementation of a large-scale cloud-based ERP system, or experience with IV&V of a cloud-based ERP system. Strong understanding of financial systems processes, understanding the business side of the implementation as well as technical aspects. Excellent communication and interpersonal skills; ability to work effectively with a variety of stakeholders, including business users, IT staff, and vendors is essential. Ability to think strategically and tactically is important.
  • Provide a structured project plan that integrates with the System Implementor (SI) plans and coordinate activities throughout the planning process. Review SI plans, schedules, effort, and assumptions of the ERP implementation program, based on leading practices.
  • Establish and oversee program performance and reporting, to include development of all presentations.
  • Establish the IV&V program management. This includes the governance structure, management processes, plans, procedures, tools, etc.
  • Measure and monitor progress to ensure that the IV&V project meet or exceed performance targets.
  • Manage relationships with SI, PMO and monitor their progress and adherence to agreed-on scope and deliverables. Manage relationships with Metro Team Leads, monitor their teams’ progress against schedule.
  • Establish and track KPIs for the IV&V project.
  • Present findings within IV&V to management on regular cadence.
  • Present risks and risk mitigation recommendations per established plan.
  • In coordination with the SI, PMO, establish the processes for managing all changes to the requirements, scope, schedule, or budget through a formally defined scope change process.
Required Skills/Level Of ExperienceRelevant professional achievements, relevant experience (with a preference for demonstrated experience with large scale ERP implementations or IV&V – to include but not limited to HCM, Finance, Grants, Procurement, and Learning Management) demonstrated through professional qualifications, resume, certifications, and relevant skills.
Minimum 10 Years As a Practitioner, Including
  • Leading large ERP projects and managing with no support staff.
  • Strong Project Management and system implementation experience.
  • Program Management or Project Management for complex digital modernization, demonstrated through either implementation of a large-scale cloud based ERP system, or experience with IV&V of a cloud based ERP system.
  • Strong understanding of financial systems processes, understanding the business side of the implementation as well as technical aspects.
  • Excellent communication and interpersonal skills
  • Working effectively with a variety of stakeholders, including business users, IT staff, and vendors is essential.
  • Thinking strategically and tactically is important.
Demonstrated Experience With
  • Large Scale ERP Implementation
  • Software metrics definition, assessment, and reporting
  • Software estimating models / methods.
  • Software development strategies/methodologies
  • Software design tools/methodologies
  • Risk assessment, mitigation, tracking, and reporting methods.
  • Requirements validation methods (testing, simulations, analysis)
  • Test planning, test conduct, test measurement, and test reporting
  • Tools/environments that support software development.
  • Change management experience of complex implementations.
  • Project Management knowledge of Industry Standards (PMBOK, IEEE, CMMI, etc.)
Nice To Have SkillsPrior experience includes:
  • IV&V
  • PeopleSoft 9.1 Enterprise Resource Planning (ERP)
  • Oracle Fusion ERP System, including all Financial, Procurement, Human Capital Management and Enterprise Learning Management modules
  • Systems/Application modernization and migration
  • Enterprise Strategy and Change Management for complex digital modernization
  • Review of the work of junior staff, performance assessments and analysis, and drafting and presenting findings and reports.
  • Systems Engineering, Development and Deployment
  • Application Development and Deployment
  • Software Quality Assurance
  • Familiarity with public transit operations and environment.
  • CMMi Level 3
