DescriptionHitachi Rail is looking for an enthusiastic self-motivated HSE Advisor who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Baltimore, MD.

This is a 100% field-based position. You will be the 'boots on the ground' and be responsible for day-to-day HSE activities, as well as site inspections and investigations.

Accountabilities:

  • Support Baltimore Train Control, Rolling Stock and Office.
  • Support maintenance of the HSE Management System in accordance with the Global Business Management System, ISO 14001 and 45001 specifications, company procedures.
  • Ensure and maintain ongoing compliance with federal, state and local regulatory bodies.
  • Support Response to customer requests and contractual requirements.
  • Support program development to comply with regulatory agencies, and the requirements of the Global Business Management System.
  • Implement Risk Assessment program for hazard identification and control.
  • Implement HSE strategy and HSE objectives and targets.
  • Support Management System and regulatory compliance audits. Participate as a team member during these audits.
  • Support Management of Change program for changes in process, equipment, chemicals, other aspects as needed.
  • Ensure HSE local communication, participation and consultation with staff and local and regional management.
  • Support Collaboration with Human Resources and Training Administration to ensure identification of employee HSE training needs. Deliver safety and environmental training programs, or outsource as needed.
  • Collaborate to establish an Emergency Response Program, Emergency Response Team, and ensure staff receive training against the Program.
  • Support monitoring, reporting and communication of HSE performance, perform trend analysis and provide recommendations concerning negative trends.
  • Utilize Hitachi Rail’s digital HSE software platform, EcoOnline, to manage performance metrics against Key Performance Indicators, create HSE Dashboards, manage actions that correspond to incident management, hazard reports and audit findings.
  • Lead or support efforts in incident investigation and perform root cause analysis. Develop corrective and preventative actions and lessons learned reports.
  • Develop and implement a reoccurring HSE Inspection Program, ensuring compliance with local legislation and company policies. Implement the program across local staff.
  • Participate in annual HSE Management Review meetings with local management team.


Required Skills and Experience:

  • Bachelors Degree and a minimum of 2-4 years of experience in an HSE or Safety role.
  • OSHA 30 Construction or General Industry.
  • Current First Aid and CPR training from a provider recognized by OSHA.
  • Communication, presentation and training Development and Delivery Experience
  • Experience engaging stakeholders from across all disciplines in the HSE Program
  • Experience developing and implementing site safety programs
  • Demonstrated ability to inspect and evaluate workplace environments, equipment, and practices for compliance with corporate and legislative requirements, standards, and regulations.
  • Highly developed interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment.
  • Ability to complete written reports and electronic communications expeditiously and with a high-degree of accuracy and professionalism while in the field.
  • Computer proficiency with a strong knowledge of PCs and software applications related to the work, such as MS Office, Word, Excel, Access, SharePoint, etc.
  • A valid non-probationary Driver’s License
  • Demonstrated ability to identify and take action on safety-related issues, conduct root cause incident investigations and handle both uncomfortable and sensitive situations.

Desired Skills & Experience

  • Experience implementing programs and policies within ISO 14001 and 45001 Certified Organizations
  • Associate Safety Professional or Graduate Safety Professional from the Board of Certified Safety Professionals
  • Experience with construction sites or manufacturing sites.
