Reports to: Water & Wastewater Engineering Supervisor

Job Summary: This position is responsible for the construction oversight and engineering support of the water distribution and wastewater collection system. Responsibilities include construction oversight and plan review of HBPW driven projects and expansion of the system through private development projects. This position also provides engineering support and construction oversight for the City of Holland snowmelt system.

Essential Duties

•  Act as Project Representative for water and wastewater capital improvement projects, including: planning support,
  design review, construction oversight, operation, and maintenance.
• Perform field inspections of capital and private development projects for compliance with standards.
• Oversee and review related work performed by consultants and contractors.
• Review and assure that work proposed to impact W/WW systems and services complies with the respective master
  plan as well as W/WW, State, regional and federal standards.
• Track and document the progress of all construction within the W/WW service area.
• Address questions and concerns related to W/WW systems and services.
• Assist in site plan review of private development projects.
• Perform all other tasks as assigned. 

Essential Qualifications

• An Associate’s degree in Civil Engineering Technology or equivalent; or equivalent education and experience. 
• Experience in construction oversight and coordination.
• Experience in preparing and interpreting construction drawings, standards and specifications.
• Proficiency with data entry and creating and compiling of documents, communications and reports.
• Excellent organizational and record keeping skils.
• Interpersonal skills necessary to provide courteous and accurate information and responses to community members, contractors and various levels of organizational staff.
• Valid Michigan Driver License.

Preferred Qualifications

• At least two years’ experience in water/wastewater construction.
• Proficiency with ArcGIS and Microsoft Programs (Excel, Word, Outlook, Teams).
• Working knowledge of computer operations with an ability to generate reports, retrieve data and perform file maintenance.
• Effective workplace skills as demonstrated through WorkKeys assessments (Workplace Documents – 5, Applied Math – 5, Graphic Literacy – 5).

Certification Requirements

• State of Michigan CSW/SESC Inspector or SESC Comprehensive Certification or the ability to obtain within one year of placement into this position. 
• EGLE S-3 Distribution Certification or the ability to obtain within four years of placement into this position. 

Physical Requirements & Working Conditions

• Normal office environment with minimum discomfort due to noise, dirt and dust. 
• Physical ability to traverse uneven ground at construction sites.
• Periodic exposure to fumes, odors, dust and/or dirt while on construction sites.
• Mental ability to frequently handle pressures related to working on projects requiring attention to detail, and the simultaneous management of multiple projects.
