DescriptionHoly Family InstituteLong Term Foster Care with Journey of Hope Program Lead Clinician / Prevention of Sexual Abuse Compliance ManagerReports to: Long Term Foster Care (LTFC) Program Manager
Hours: Full-time, exempt position with need for flexibility in hours. Willingness and availability to fill on-call rotation.
Responsibilities: The Lead Clinician / Prevention of Sexual Abuse (PSA) Compliance Manager will provide supervision and guidance to the clinical team at Holy Family Institute (HFI) LTFC program. They will collaborate with an interdisciplinary team to ensure that services are provided. They will hold a caseload as needed and will conduct intake assessments, provide individual and group therapy sessions, utilize crisis interventions to deescalate youth and create a therapeutic and trauma-informed environment. They will be available for on-call rotation and psychiatric emergencies. This position will ensure ongoing compliance and oversee implementation of the Interim Final Rule standards to prevent, detect, and respond to sexual abuse and harassment and respond to such conduct. They will be responsible for collecting, reviewing, and classifying incident reports to identify trends and improve the reporting process and must promptly respond to all ORR requests and is accountable for compliance associated with the Interim Final Rule.
Essential Duties:
  • Demonstrates leadership abilities.
  • Provides case consultation and supervision to Clinicians and Clinical Interns
  • Engages in observation of minors with significant behavioral or mental health challenges in the milieu and provides recommendations regarding best practices, including modeling therapeutic approaches.
  • Promptly responds to all ORR requests and is accountable for compliance issues related to follow-up and investigation of incidents.
  • Conducts necessary investigations in an impartial and timely manner, following standards of conduct.
  • Identify sexual abuse and harassment behaviors and report them in accordance with regulations.
  • Ensures that all investigations are completed per the internal investigation process and procedure.
  • Maintains spreadsheet of all incident reports to track themes and generate reports.
  • Completes quarterly and annual reports.
  • Ensures compliance and safety of care in on-campus residential units.
  • Assists in the training and development of staff reporting culture.
  • Creates a model to sustain the prevention of sexual abuse and harassment platform.
  • Collaborates with supervisor to determine course of action when violations of Code of Conduct occur.
  • Possesses enthusiasm and capacity to work with a team of diverse, multi-cultural, multi-lingual staff.
  • Meets with assigned unaccompanied minors once per week for individual counseling, and once per week in group setting, to address behavior, concerns, and progress regarding UC’s overall psychosocial functioning.
  • Demonstrates dignity and respect for the identified sponsor or family, while working collaboratively with the sponsor to ensure a safe and timely release.
  • Collaborates with the interdisciplinary team to monitor client progress and areas of concern.
  • Encourages participation of all team members in the development of the residents’ individual service plan
  • Assists in developing a discharge plan which identifies appropriate supportive services and natural supports, which is clearly defined and identify a continuation of post discharge services, if needed
  • Assists with tracking and signing clinical documents for all minors to ensure compliance expectations are met.
  • Assists in the creation and implementation of safety plans.
  • Manages 30 Day Safety & Well Being follow up call completion and submission by appropriate deadline.
  • Regularly attend house meetings to support clinicians, case management, medical, and residential staff with any and all clinical concerns.
  • Carries a caseload of 12 cases in times of influx or unforeseen circumstances.
  • Adheres to human resources law, HIPAA, CPSL, ORR regulations and maintain confidentiality and discretion’ Promptly reports civil or criminal convictions, charges, arrests, investigations, or adjudications that may arise since staff member’s last background investigation. This includes but is not limited to sexual abuse in a prison, jail, holding facility, community confinement facility, juvenile facility, other institution (as defined in 42 U.S.C. 1997), or care provider facility; conviction of engaging or attempting to engage in sexual activity facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or who was civilly or administratively adjudicated to have engaged in such activity.
  • Completes other duties as assigned by supervisor.
Minimum Requirements:
  • Master’s degree in social work, counseling, psychology, marriage and family therapy or other relevant behavior science in which clinical experience is a program requirement.
  • Professional licensure (LPC, LCSW, LSW) required.
  • 2 years of postgraduate direct service delivery experience preferred.
  • 2 years of supervisor experience preferred.
  • Must have Act 33/34 and FBI clearances and valid PA driver’s license.
  • Fluency in Spanish and English (read, write, and speak) required.
