Homebridge is Hiring a Senior Manager, Program Operations Near San Francisco, CA

Homebridge believes that quality care comes from skilled and supported caregivers. As California's largest employer-trainer of caregivers and the State's largest IHSS agency provider, Homebridge operates multiple programs that benefit caregivers and their clients across the State.
In San Francisco, Homebridge provides nearly 1/2 million hours of in-home care to more than 1,000 complexly-diagnosed IHSS MediCAL beneficiaries each year, with a staff of more than 300 caregivers. The agency is also the major provider of training courseware to IHSS Career Pathways, a statewide program for government-funded in-home caregivers.

Position Summary Reporting into the Senior Director of Program Operations, the Senior Manager of Program Operations is responsible for the overall effective operations of the San Francisco Homecare Services programs (SFHCS). This position will partner with the Senior Director of Program Operations and the Senior Manager of Program Delivery, to act as a liaison to program funders, develop policies and procedures, and ensure that Community Care meets its goals and objectives. The Senior Manager of Program Operations will be an active contributor to the SFHCS programs leadership team, working collaboratively to design a best-in-class service delivery program.
Essential Job Functions
  • In collaboration with department leadership, you will participate in department planning to implement and develop strategic and operation by recommending projects and allocating resources as needed.
  • Oversees and supports Community Care data team.
  • Accountable for programmatic success; ensuring outcomes and productivity standards are met, measured, or exceeded.
  • Provide maintenance and improvement of scheduling systems to ensure operational efficiency, client, and HCP consistency, and quality care is delivered.
  • Establish and regularly review policies and procedures, ensuring published materials are up-to-date.
  • Ensure services are provided in compliance with all contractual requirements.
  • Ensure qualitative and quantitative goals of service delivery are met.
  • Monitor, evaluate, and approve as needed requests to the County to adjust client hours for service delivery; track approvals.
  • Assist with tracking and reporting information as required by agency contracts, including but not limited to monthly, quarterly, and annual reports.
  • Ensure compliance with all mandatory reporting conditions required by program contracts.
  • Assist in monitoring contract reports and ensure they are updated in a timely fashion and with high quality.
  • Interacts with other agencies and service providers in the community to share information about services and resources available to County recipients and to help develop care-management strategies and service plans which enhance the delivery of County services.
  • Facilitates new relationships and maintains existing relationships with other community-based organizations, IHSS, community resources and city/county agencies supporting our clients.
  • Provides programmatic support as needed after hours and for specialized training.
Knowledge, Skills, and Abilities

  • Rich Background: Bring at least 3 years of relevant professional experience, with a minimum of 2 years in a supervisory role required.

  • Flexibility and Team Support: Ability to effectively manage conflicts and work in a collaborative way.
Education and Experience While candidates holding a bachelor's degree in a related field is preferred, we also warmly welcome applicants possessing substantial work experience that equates to the educational qualifications.
Work Environment This position is primarily sedentary, working at a desk in a temperature-controlled office, in modular office space or an individual office. The noise level in the work environment is usually moderate. Some travel: must be able to travel on foot, via public transportation or personal vehicle to all parts of San Francisco for performance of job duties. May occasionally be exposed to outside weather conditions while traveling to clients. Client homes may include cigarette smoke, pets and/or pet dander. Some exposure to physical risk. Some exposure to client apartments, rooms, homes, and other venues so that services can be provided. May include contact with clients with mental health and/or personal hygiene issue

San Francisco Pay Range
$98,883—$103,106 USD
