Position Summary: The Job Navigator works with individuals affected by intimate partner and sexual violence (IPSV) within HRM’s Shelter and Safe Homes Strong Communities program, addressing employment barriers like interrupted work history, trauma-related performance issues, PTSD, mental health and substance abuse challenges, and attendance issues due to legal and healthcare commitments. Responsibilities include assessing job readiness, skills, and interests, assisting with job search and application processes, identifying and solving employment barriers, and engaging in both office and field activities, such as job fairs and collaboration with workforce development agencies. The role requires a strong knowledge of training, education, and employment opportunities, as well as maintaining an employer and training programs database that meets HRM’s supportive standards. The Job Navigator must understand trauma and its effects, engage effectively with traumatized individuals, and be comfortable working in a Voluntary Services program model.
Standard Schedule: This position operates Monday through Friday, 9:00 am to 5:00 pm, primarily based at HRM’s Baltimore City Admin office, with frequent travel to our Baltimore City Shelter and Prince George’s County office, making up to 50% of the role. Flexibility to adjust hours for critical activities such as job fairs, participant meetings, and resource fairs is expected up to 15% of the time.
Primary Responsibilities
  • Support clients in identifying employment, workforce training, and skill development goals. Assess participant barriers to employment, training, and goals. Assist participants in identifying support networks and increasing self-sufficiency skills.
  • Develop individualized service plans for workforce improvement with participants and service coordination staff, organizing team meetings as necessary.
  • Bridge connections between participants and workforce supportive services, opportunities, and resources.
  • Advocate with employers to create safe employment plans for participants.
  • Maintain consistent communication channels with and coordinate progress toward skill development, training progression, and job placement with program partners.
  • Follow up with program participants post placement, maintaining records of the effectiveness of intervention tactics.
  • Schedule and promote professional development workshops and employment and training outreach events in tandem with our workforce partners.
  • Provide tools for resume development.
  • Provide strength-based coaching for professional growth in areas such as employer interactions, interviewing, and career planning.
  • Guide participants in increasing self-sufficiency skills, safety, and problem-solving.
  • Collaborate with colleagues, agencies, employers, and training partners to maintain an updated database of trauma-informed supportive services, including workforce agencies, training programs, job search sites, temp agencies, job fair coordinators, and local employers.
  • Visit participants in community environments that have been determined to be safe, including job training sites and job fairs.
  • Provide relief and back-up coverage during emergencies.

  • Conduct offsite visits and represent the agency with service providers and employers.
  • Distributes participant financial stipends in accordance with budget and individual participant plan approved by the Safe Homes Manager.
  • Acts as primary point of contact for job training programs and employers.
Accountability/ Measures Of Success
  • Meet program quality and service targets, including employment/job training placement standards and deadlines for data entry/report deadlines.
  • Intakes are scheduled and documented within 48 hours of referral.
  • Maintain current and accurate participant files and resource database.
  • Resolve issues with partner agencies promptly and satisfactorily.
  • Participants meet as scheduled and are well educated on all available services.
  • Material goods and financial assistance are disbursed to participants as outlined and have appropriate documentation to justify expenditures.
Experience/ Requirements
  • One year paid or volunteer experience providing victim centered advocacy, navigation of social services, employment/career services experience, or case management/ coaching. College degree in human services field may substitute for six months of experience.
  • Demonstrated knowledge of social systems or workforce navigation required, with a preference for candidates who have worked directly navigating clients through training, education or employment opportunities.
  • Excellent oral and written interpersonal skills required, with a strong ability to relate to a diverse range of individuals including victims, children, donors, business leaders, and human service providers.
  • Demonstrated ability to juggle multiple competing tasks and timelines required.
  • Highly preferred skills:
    • Oral and written fluency in more than one language (Spanish highly preferred).
    • Experience in direct service provision with the Latino immigrant community.
    • Knowledge and understanding of intimate partner and/or sexual violence.
    • Knowledge of local human services programs/ agencies and housing resources.
