As a member of the Howard County Government team, you'll be helping drive our culture and directly impact what makes us an amazing place to work.POSITION SUMMARY: This is a performance level position responsible for performing new water and sewer installations and overseeing the activities of contractors and consultants engaged in inspecting facilities. Work is field and office oriented requiring on site inspection of facilities, maintaining records, interaction with the public and State/Local Officials, follow up inspections, and preparing reports. CLASS DESCRIPTION: Performs advanced technical level licensing, inspections, and regulations work under general supervision from a technical superior. Work includes interpreting and enforcing policy and acceptable construction methods; inspecting and insuring code compliance with local, State, and Federal building, housing, environmental, and safety codes and laws; providing technical assistance to County residents towards resolving problems; interpreting and addressing conflicts with codes, ordinances, plans, or specifications; and insuring adequate laboratory work and materials testing for subdivision and capital project work.
EXAMPLE OF DUTIES
include the following. Other related duties may be assigned.Performs and oversees maintenance contracts for water and sewer facilities. Collects relevant data and prepares inspection reports. Reviews and interprets design drawings to assess inspection needs and conformance with approved design. Recommends facility repair and maintenance needs.Coordinates inspection of publicly maintained facilities. Performs initial and follow-up inspection/coordination to ensure that required maintenance is performed.Oversees consultant or other County inspection staff; assigns and schedules work; reviews and approves inspection reports; and evaluates inspector/contractor performance.Responds to citizen concerns/complaints regarding the condition or function of sewer and water management facilities.Performs data entry of facility reports into CMMS database. Provides quality control of data to insure accuracy of information regarding type, location, function, and condition of facilities.Researches and documents ownership and maintenance responsibility for public sewer and water management facilities.Coordinates with other County agencies regarding sewer and water management facility acceptance issues.Provides supporting data in legal proceedings and testifies at hearings.This position is considered emergency essential, and, as such, the incumbent may be required to report for regular work shift during inclement weather, or then when an emergency situation arises.
