Compliance Manager Role

As New York’s largest licensed processor in the highly cannabis-regulated sector, the role of compliance is imperative to HPI’s continued success. The New York Office of Cannabis Management has developed robust regulatory and compliance standards, including the forthcoming implementation of a track-and-trace system for all cannabis throughout its lifecycle. Adherence to all regulation and compliance mandates across each business unit is the only way to ensure HPI’s survival and growth in the industry.

HPI utilizes Distru, an organization-wide ERP system, to track inventory and manage all data in each department: Cultivation, Purchasing, Extraction, Manufacturing, Sales and Distribution. The Compliance Manager’s role is to engage deeply with this system and each departmental manager to guarantee full compliance. Additionally, the Compliance Manager will develop and implement internal processes for risk management by way of internal audits as well as fulfill mandatory reporting both internal and external.

Responsibilities:

Biotrack Track-and-Trace System

  • Stay informed and attuned to the OCM’s planned implementation of the BioTrack system in the New York Market.
  • When applicable, develop a thorough understanding of the BioTrack system and all required actions related to adherence to the system.

ERP Oversight and Compliance Maintenance

  • Maintain a thorough understanding of Distru as HPI’s source of truth for all cannabis activity throughout the organization.
  • Manage and Reconcile all cannabis inventory through its lifecycle across all HPI departments:

Inbounding (All cannabis materials)

Manufacturing (Assemblies and BOMs)

Extraction (Inbounding biomass, Assemblies, and Outputs)

Sales and Distribution (Sales Orders, Manifests)

Departmental Guidance Leadership

  • Work with departmental leadership to impart proper compliant behaviors and provide guidance on any departmental shortfalls or risk behavior.

Mandatory Reporting

  • Complete and submit reporting required by the OCM at their requested cadence.

Internal Audits

  • Contribute to the development, implementation, and enforcement of internal policy and procedure as related to compliance and data management.
  • Perform regular internal audits.

Batch CoA Record Maintenance

  • Maintain oversight over recordkeeping for all finished goods batch CoAs.

GMP Compliance

  • Understand and ensure compliance with federal GMP requirements and policies.
  • Conduct quarterly internal GMP audits, identifying risks and implementing policies for compliance adherence.

Other

  • Stay up to date on applicable regs and distribute updated information to internal stakeholders as needed.

Not In Scope:

  1. All Human Resources and employment responsibilities, data management, and associated tasks.
  2. Product, Packaging, and Labeling Compliance Review or Approvals.
  3. Consumer complaints and Internal QC programs.

Qualifications:

  • Strong background in software implementation and general IT skills.
  • Minimum 3 years experience working in a licensed US cannabis market, utilizing a state-mandated track-and-trace system.
  • Strong knowledge of the New York OCM’s cannabis regulation and policy.
  • Experience developing and implementing compliance policies and procedures.
  • Strong attention to detail and data management.
  • Strong communication and interpersonal skills, with the ability to collaborate and communicate effectively with internal and external stakeholders.
