JEA utilizes a product suite from the vendor CGI to manage customer outage reporting and field work management. The applications are respectively called PragmaLine and PragmaCAD. We also have several custom applications which provide user interfaces and integrations to a number of related systems across the company. We are currently in a major project to upgrade both our systems, our custom components and our interfaces.
Our business analyst role serves as the primary point of contact between technology services and our multiple business partners. They serve as an advocate for our business partners, a subject matter expert on our applications and as a creative solution provider to meet business needs.
Strong documentation skills, gathering and translating requirements and functioning in the liaison role are crucial.
Primary duties include:
1. Requirement Gathering: gather and document requirements from stakeholders to understand their needs, objectives, and constraints.
2. Documentation: Creating and maintaining documentation such as business requirements, functional specifications, process flows, and user manuals to ensure clear communication among stakeholders.
3. Data Analysis: Analyzing data to identify trends, patterns, and insights that can help make informed business decisions.
4. Process Analysis and Improvement: Evaluating existing business processes, identifying areas for improvement, and recommending solutions to streamline operations and increase efficiency.
5. Stakeholder Management: Building and maintaining relationships with stakeholders across different levels of the organization to ensure alignment of business objectives and requirements.
6. Solution Assessment and Validation: Assessing proposed solutions to ensure they meet business needs and validating them through testing and user acceptance.
7. Risk Assessment and Mitigation: Identifying potential risks and uncertainties in business processes or proposed solutions and developing strategies to mitigate them.
8. Facilitation: Facilitating meetings, workshops, and discussions to gather requirements, resolve conflicts, and make decisions collaboratively.
9. Change Management: Supporting the organization through change initiatives by assessing the impact of proposed changes, developing change management plans, and helping stakeholders adapt to new processes or systems.
10. Continuous Improvement: Continuously monitoring and evaluating business processes, systems, and strategies to identify opportunities for improvement and drive ongoing innovation.
POSITION SUMMARY: Under general supervision, performs professional work that reviews, analyzes, and evaluates business needs to drive system solutions to support business strategies. Incumbents function as a liaison between IT and the business groups, using both technical and business expertise. Collaborates with business managers, user groups, technical teams, and product vendors in identifying configuration or design enhancements to improve the functionality of assigned systems to meet business demand. Work requires knowledge of all business system analysis tools, processes, methodologies, and standards for business requirements information gathering, analysis and documentation, sufficient to perform a broad range of professional activities. Guidelines are limited, requiring initiative and resourcefulness in researching policies, precedents, and patterns to develop appropriate solutions that cross organizational lines. Resolves new and unusual problems and recommends solutions to unique situations and circumstances. Completed work is evaluated for technical soundness, viability and appropriateness of solutions and effectiveness in meeting requirements or specified results. Regular contact with others in technical and non-technical positions, vendors and a variety of external agencies or government entities is required to gather information, plan, coordinate, or advise on work efforts or to resolve business system interface problems.

• Provide support, maintenance, and enhancement of system functionality

• Provide guidance on application functionality and capabilities.
• Define, modify, and configure systems to meet business needs.
• Consult with users to identify business needs, document business requirements, and translate into technical specifications.
• Prepare robust technical reports and create diagrams, workflow maps, or other visuals to facilitate enhanced system understanding
• Identify, evaluate, and implement new systems and solutions, or identify enhancements to existing systems; define requirements and specifications
• Review delivery team output to ensure requirements are interpreted and met correctly, define, and execute test cases for testing, debug and troubleshoot, and assist with training.
• Lead team involved in completion of project assignments, requiring proficient knowledge of project management.
• Monitors overall Business System effectiveness and recommends potential improvements.
• Performs other job-related work as assigned.

OPEN REQUIREMENTS:
Bachelor’s degree in specific discipline being recruited or related field AND four (4) years of experience
OR
Eight (8) year combination of education, training, and experience. Professional experience must be in the specific business work stream being recruited.
Required to assist in maintaining 24 X 7 systems availability.
