Position Overview:
The Senior Vice President (SVP) of Business Development, Capture, and Proposal Management is a key executive leader responsible for driving the growth strategy, managing business development efforts, overseeing capture activities, and ensuring the delivery of high-quality proposals that align with organizational objectives. This role demands a visionary leader with a track record of winning large-scale contracts in DoD and federal markets, an ability to foster high-performing teams, and a strategic mindset to identify and secure new opportunities.
Key Responsibilities:
Capture Strategy and Leadership
Lead the company's strategic approach to capturing new federal government contracts and task orders.
Develop and execute capture plans for major opportunities, including identifying potential risks, competitors, partners, source allocation, and pricing approaches
Manage gate reviews and decision milestones, ensuring adherence to timelines and objectives.
Build and maintain strong relationships with key government stakeholders, agencies, and decision-makers.
Evaluate market trends, customer needs, and competitive intelligence to drive the identification of new business opportunities.
Manage a team of capture managers and subject-matter experts (SMEs) to effectively pursue and win new contracts.
Provide guidance and leadership in the proposal pipeline, ensuring proper resource allocation and execution of all required tasks.
Oversee the integration of solutions and pricing strategies, ensuring they are aligned with the company's strategic objectives and competitive positioning.
Proposal Development and Management
Lead the end-to-end proposal process, ensuring the submission of high-quality, compliant, and compelling proposals.
Work with internal stakeholders (technical, financial, legal, and compliance teams) to ensure proposals meet customer requirements, are cost-competitive, and align with business objectives.
Oversee the development of proposal schedules, milestone tracking, and the management of team ranging in 6-10 staff members
Ensure rigorous compliance with government regulations, contract requirements, and company standards throughout the proposal lifecycle.
Conduct reviews of proposals at various stages, from proposal outlines to final submission, and provide strategic feedback to enhance win probability.
Develop and maintain a library of proposal content, including templates, past performance examples, and best practices.
Ensure adherence to company procedures and best practices to improve the overall efficiency and effectiveness of the proposal process.
Team Leadership and Development
Mentor and develop a high-performing team of capture and proposal professionals, fostering a culture of collaboration, innovation, and excellence.
Set clear expectations, provide feedback, and manage performance to ensure individual and team success.
Lead training initiatives to continually improve the capabilities of capture and proposal teams, ensuring they stay current with industry standards, best practices, and government contracting regulations.
Promote cross-functional collaboration with business development, operations, and subject-matter experts to create comprehensive and competitive proposals.
Business Development Support
Collaborate with the business development team to ensure alignment between strategic goals and the pursuit of key opportunities.
Provide leadership in identifying and assessing new business leads, qualification of opportunities, and prioritization for capture.
Work with the marketing and communications team to develop messaging and branding strategies that enhance proposal quality and corporate positioning.
Represent the company at industry events, conferences, and meetings with potential clients and partners.
Risk Management and Compliance
Develop risk management strategies for proposals, identifying areas of risk (technical, financial, schedule) and developing mitigation plans.
Ensure that all proposals comply with federal contracting regulations, including FAR, DFAR, and any agency-specific requirements.
Stay up-to-date on changes in the federal procurement environment, ensuring that all proposals reflect current policies, trends, and government priorities.
Financial Management and Reporting
Oversee the proposal budget, ensuring that resources are allocated effectively to meet deadlines and support strategic initiatives.
Work with finance and pricing teams to develop competitive and compliant cost proposals.
Report on pipeline performance, win/loss metrics, and proposal status to senior leadership and stakeholders.
Required Skills /Education/ Certifications & Qualifications:
Education: Bachelor's degree in Business, Engineering, or a related field (Master's degree preferred).
Experience:
A minimum of 15 years of progressive experience in federal government contracting, with at least 10 years in a senior leadership role overseeing capture and proposals.
Proven success in leading complex, high-value government contract proposals and captures, particularly with defense, civilian, or intelligence agencies.
Experience in leading diverse, multi-disciplinary teams to execute large-scale proposal efforts and capture strategies.
In-depth knowledge of the Federal Acquisition Regulation (FAR), DFAR, and government contracting policies and processes.
Experience with a variety of contract types (e.g. FFP, cost-plus, IDIQ).
Demonstrated success supporting strategic, complex captures for government technology proposals ranging in size (up to multi-billion dollar values), scope (emerging concepts and technologies), and vehicles (e.g., schedules, OTAs, managed services).
Proven ability to apply organizational design/development/change management methods to transform the organization and upskill the team
Working knowledge of Federal business acquisition process and the Federal Acquisition Regulation (FAR) as it relates to industry standard proposal development processes (e.g., Shipley).

Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software tools.
Preferred:
Experience with federal government proposals in key sectors such as: IT/cybersecurity, Professional and Scientific Services
Agency experience: NOAA, NASA, DoE, DOI, HHS, and Client,
