General Description of Duties:
This temporary position seeks an individual to assist with the Office of Statewide Efficiencies for a limited period. The Rhode Island Department of Education (RIDE), Office of Statewide Efficiencies is responsible for the administration of over $60 million of federal and state funds in a typical fiscal year related to the federally funded child nutrition programs. This position will add temporary fiscal assistance to the existing RIDE staff for the training and monitoring of Local Educational Agencies (LEAs) in the management of child nutrition program funds in accordance with accounting and grants management principles and Federal and State rules and regulations.
Supervision Received:
Works under the supervision of the Director of Statewide Efficiencies and works in collaboration with office and work team members and with latitude to exercise independent judgment. Work is reviewed periodically for achievement of results.
Supervision Exercised:
None. May work as part of teams, and in collaboration with others, with latitude for the exercise of independent judgment to achieve results.
Scope of Work:
Under the guidance of the Director, this position will be responsible for the review and monitoring of purchasing and expenditure activity to ensure the legality, propriety and accuracy of accounting and related records in accordance with grants management principles and federal and state rules and regulations. This position will also act as a liaison to LEAs to provide training, advice, and assistance on the development, implementation, and evaluation of actions designed to maximize resources and ensure compliance in support of the Federally funded child nutrition programs.
In addition to the following scope of work.
• Assisting with grant closeout and reconciliations.
• Assisting with the preparation of expenditure updates.
• Reviewing Orders and Payments.
• Collaborate with stakeholders, including LEAs, to provide technical assistance.
• Other financial activities and duties as assigned.
Qualifications:
Knowledge of:
• Applicable Federal, State, and local laws, rules, and regulations (Preferred)
• General Knowledge of accounting, business, and budget systems.
• Data base management.
Skilled in:
• Performing financial analysis, including analysing and summarizing complex studies and preparing reports.
• Understanding and explaining complex regulations.
• Working and organizing data, utilizing formulas/functions, including the ability to use and modify automated financial and other information systems and interactive web sites.
• Understanding and explaining policy documents, procedure manuals, and official correspondence.
• Communicating effectively, both orally and in writing, sufficient to exchange or convey information and to receive work direction.
• Experience in grants or auditing.
Education: Bachelor’s Degree in Finance, Business Administration, Accounting, or a related field.
