Summary: The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Permitting Engineer. This position is established at the staff engineer level and may be under filled at the associate level or intern level. After successfully completing a training plan and meeting the minimum qualifications for the staff engineer, the employee will be reclassified and compensated as a staff engineer. Responsibilities: Air Quality Program Implementation Provide technical and regulatory support for processing and drafting air emission permits. Review air quality permit applications to determine compliance with air quality rules and regulations for issuing air emission permits. Draft air quality Permits to Construct, Tier I operating permits (Title V permits), and Tier II operating permits. Provide technical and regulatory assistance to the regulated community on air quality permit application requirements. Coordinate draft permit reviews with regional offices. Upon request, participate in permit hand-off meetings with regulated facilities. Participate in the public comment process by providing technical and regulatory project details at informational meetings, when requested, and written responses to submitted public comments. Visit industrial facilities and provide technical and regulatory assistance on air quality permit requirements, such as monitoring and record-keeping methods to aid in complying with regulatory requirements. Provide technical and regulatory support for the Air Quality Division on special projects with air emission sources. Provide technical and regulatory peer review and mentor less-experienced engineers. Provide updates to the permit supervisor on all assigned projects. Respond to public record requests for information. Regulatory Tracking, Policy, and Compliance and Enforcement Support Track changes in federal permitting and compliance requirements, interpretations, and guidance. Review state and federal rules, provide updated regulatory information, and propose rule changes to the bureau chief. Implement established program policies and guidance. Provide technical regulatory support for formal compliance and enforcement actions for regulated facilities. Minimum Qualifications: Staff Level: Salary Range: $31.00 - $34.18 Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12 Experience:analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards. Minimum Qualifications (Desired): DEQ 3110 - Air Permitting: A college degree in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources; OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications; OR, ensuring compliance with air quality permit conditions at an industrial source. Associate Level: Salary Range: $27.00 - $31.00 Candidates must have one of the following: Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET): AND A Valid driver's license; AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards. Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards. Minimum Qualifications (Desired): DEQ 3110 - Air Permitting: A college degree in engineering, physics, chemistry, environmental science or a closely related field; AND at least one (1) year of full-time work experience with: a governmental regulatory agency developing air quality permits for industrial sources; OR, a consulting firm or contractor with primary responsibility for preparing air quality permit applications; OR, ensuring compliance with air quality permit conditions at an industrial source. Intern Level: Salary Range: $22.00 - $26.25 Candidates must meet one of the following qualifications: Graduation from a four-year Engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer Intern; OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET); OR Graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination. Minimum Qualifications (Desired): DEQ 3108 - Air Pollution/Clean Air Act: At least one (1) college level course related to air pollution control systems; Federal Clean Air Act rules and guidelines applicable to air pollution emitting facilities; and/or developing air emission estimates or inventories. OR Six (6) months work experience involving interpretation and application of aspects of the Clean Air Act (such as implementation of air pollution control or air quality improvement strategies, conducting air emission inventories, conducting ambient air monitoring, developing air permits or permit applications, or conducting compliance inspections) or the application of other environmental rules. Physical Requirements: - Ability to sit and work on a computer for 2-4 hours at a time. - Ability to bend and reach for filing purposes. - Some periods of heavy reading and typing are required. - Ability to lift 30 pounds when working with file boxes. - Ability to climb ladders, staircases, work on uneven terrain.
