They facilitate capital project development for Transmission and Distribution Engineering & Construction from the conception/solution phase to a defined project, to ensure consistency and accuracy of initial project scope definition, project timeline, project need, and project cost estimates including resource requirements. They are a critical member of the Solutions Review Team (SRT), which is comprised of subject matter experts from Stations Engineering and Reliability, Transmission & Distribution Engineering and Reliability, Planning, Construction, Projects, and Supply Chain, in recommending projects for inclusion in the capital budget by meeting with the SRT to ensure all aspects of the project have been incorporated into the project definition. They lead or co-lead the SRT as needed. They work on major multidisciplinary projects in transmission and distribution substations, transmission, and distribution lines as well as communications infrastructure. They must be able to develop projects based on preliminary work scopes, drawings and sketches, relying on personal experience and historical data. They are expected to understand utility economics in the preparation of estimates used to obtain project funding. They also must be able to evaluate alternative designs and contribute to the optimum design selection. This position will be heavily involved in creating detailed project cost estimates and in maintaining up-to-date system data in support of that function. REQUIRED SKILLS Knowledge of: Transmission and distribution lines and stations estimating techniques and forecasting Principles and processes involved in electrical power delivery system design and construction Methods and principles of operating and maintenance of electrical facilities The latest methods, materials, and equipment used in construction Company specifications and regulations pertaining to the safe design, construction, operation, and maintenance of facilities Engineering economics used to evaluate projects Microsoft Office products and project scheduling software Capital budgeting process and utility economics in the preparation of estimates used to obtain project funding Estimating and reporting software systems such as Passport Work Management, Project Server, PeopleSoft Projects, Crystal Reports, and CLRIS Preferred: Power utility delivery operations and equipment Skills in: Cost estimation Team facilitation Project scheduling software Design and construction processes Oral and written communication Preferred: Demonstrated project management or engineering skills and related project management and project estimation software experience Financial and budget management experience and advanced skills in Microsoft Excel Ability to: Prepare order of magnitude and comprehensive estimates for transmission and distribution lines and stations Work both on project teams and independently Gather, organize, and analyze engineering project data to recommend the best overall design Read and understand electrical and structural drawings and diagrams Use good judgment in applying established guidelines to solve process problems Develop and analyze alternatives Prepare written and oral reports Conduct meetings, lead project teams, and resolve internal and external project conflicts MINIMUM REQUIREMENTS Education: BA/BS in Business, Engineering, Construction Management, or a related field OR An equivalent combination of education and utility industry experience in journey-level electric utility work, electric utility construction design, full-scope construction project management or electric utility construction project resource scheduling Experience: 6 years of utility construction project solutions, scheduling, design, project management, or cost estimation experience Preferred: Proven ability to lead teams Licenses & Certifications: Valid driver's license with an acceptable driving record based on driving requirements for the position Project Management Professional (PMP) Certification or ability to obtain within in 6 months PHYSICAL REQUIREMENTS This position require working at a desk/computer for extended periods of time. It requires the use of office equipment, fine motor skills including typing on the computer, dialing phones, filing paper, and working in close proximity to other people. There may be occasional lifts of no more than 10 lbs. Ergonomic accommodations including sit to stand desks are available and installed as needed. Field observation is performed approximately 1 x monthly and includes occasional standing and ambulation while carrying up to a 10 lb. laptop/note pad bag.
