Packaging and Transportation Operations Specialist at Battelle Energy Alliance dba Idaho National Labora in Idaho Falls, Idaho, United States Job Description Idaho National Laboratory is hiring a Packaging and Transportation Operations Specialist. Our team works an onsite 980 schedule located out of our sitewide INL facilities, both in Idaho Falls and at our desert site locations. You will report to the Packaging and Transportation Manager. Responsibilities Include: Direct packaging activities to support on/off-site programs/projects by performing/reviewing actions relevant to hazardous container and cask design, fabrication and usage for shipment of hazardous materials Prepare calculations using various computer applications, permit submissions and data presentation on a regular basis for programs. Responsible for developing solutions to complex problems, concepts and techniques for design, fabrication and procurement of packaging for transportation of Spent Nuclear Fuel (SNF) and other hazardous material without appreciable management direction. Consultant regarding projects to middle and upper management concerning transport of SNF, and use of NRC licensed packaging. Interface with INL subcontractors and the commercial nuclear industry concerning the design, manufacture, usage, management and implementation of hazmat packaging contracts. Provide advanced expertise in Department of Transportation (DOT), International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), and Nuclear Regulatory Commission (NRC) regulations, Department of Energy (DOE) Orders, INL policies and procedures, and other applicable federal and state regulations. Interpret existing requirements and monitor new and pending regulatory changes for their impact on INL operations and communicates these changes to affected BEA staff. Manage acquisition of hazardous materials (including radioactive and waste) packaging and provide input to or develop, detailed operating procedures to unload/load the packaging. Procure packaging for irradiated and non-irradiated shipments and lead the design/procurement/fabrication of appropriate inserts to provide experiment stability in-transit. Coordinate and oversee activities being performed that are necessary to conduct shipments between INL facilities and to external locations, ensuring arrangements with all involved State, Local, and Federal jurisdictions and authorities have been made and permissions, permits, escorts, road closures, and filing of associated documentation have been obtained/provided. Interpret rules and regulations to meet DOT, NRC, DOE, EPA, and state requirements to ensure compliance with safety and quality standards for the packaging and transportation of hazardous materials (including radioactive and waste material). Support classified programs including OST and other programs on and off-site requiring shipment of classified materials. Assist in efforts among Engineering, Operations, and Maintenance to affect the packaging and transportation (P&T) of radioactive experiments to/from the reactor to support programs managed within the Irradiation Testing Department. Perform packaging and transportation activity evaluations for proposals on prospective new irradiation experiments. Maintain liaison with other P&T organizations throughout INL, DOE complex and commercial industry. Provide technical direction to train, mentor, and develop junior and senior staff in the complexities of packaging and transportation activities. Provide input/guidance and review into the INL DOT training program. Assist with management functions as needed in an acting capacity. Minimum Requirements: Bachelor of Science degree plus 8 years of relevant experience OR 16 years of relevant experience in lieu of degree. Relevant experience which includes: shipping hazardous/non-hazardous goods (characterization, generating documents), hazardous waste or chemical handling (hazwhopper etc.), motor carrier (DOT, Fed motor carrier driver, dispatch etc.), government experience (military, DOE, structured atmosphere), general logistics (freight handling, material tracking etc.), radiological (classifying, RadCon tech, medical, nuclear operations). Extensive knowledge of DOE, DOT, NRC, EPA and ICAO rules and regulations Valid Driver's license. This position requires the ability to obtain and maintain a Department of Energy Q clearance, which requires US Citizenship.
