Jacobs is seeking a full-time Lead Construction Quality Inspector who will report directly to the Project Quality Assurance Manager (PQAM) and support the Construction Manager (CM) for field-related quality process concerns. The Lead CQI supports the Jacobs QA team by leading a team of CQI's and performing direct observations and oversight of subcontractors' implementation of their quality assurance program, plans, and procedures to ensure effective implementation and verbatim compliance is maintained. This will include the arrangements needed to ensure quality during the subcontractor's procurement, manufacture, and construction phase for systems, structures, and components (SSCs). The Lead CQI works with internal Jacobs departments and subcontractors to address ongoing quality issues, continued process improvements, and ensure internal and external quality requirements are met. The Lead CQI is responsible for overseeing their assigned team and subcontractor's quality interfaces, performance, and reporting internal and subcontractor programmatic/process compliance issues/concerns to Jacobs Quality and Construction Management. The role requires direct involvement in the interactions between Subcontractors, Engineering & Design (Title III), Procurement, Auditors, and Inspection & Test Agencies (ITA's), as necessary to support the Spent Fuel Handling Recapitalization Project (SFHP) Facility construction activities. The Lead CQI needs to work well with others, effectively communicate, and have sufficient knowledge to provide guidance and direction to internal/external customers to reduce quality issues and defects, proactively identify risks, and lead initiatives to assure the applicable requirements are met. The Lead CQI duties require the successful candidate to be present on-site for work. The SFHP Facility site is located in Scoville, Idaho (approximately 51 miles from Idaho Falls, Idaho). This is not a remote or hybrid position. Responsibilities: Provide leadership to a team of assigned CQI's for the assigned discipline to ensure the team is supporting the project sufficiently in accordance with the project requirements and provide mentorship, guidance, and direction as needed to the team. Providing feedback to the PQAM on CQI performance, assignment, and resource needs. Develop and implement a strategy and arrangements for independent observations/oversight activities as required, to ensure that the subcontractor meets specified quality requirements. Effectively communicate and have sufficient knowledge of the invoked Codes and Standards for the project to provide guidance, direction, mentorship, and leadership to a team of CQI's under the assigned Lead discipline. Schedule, perform, and record direct observations and oversight of activities affecting quality to ensure subcontractors' and the assigned CQI team can effectively implement the approved quality plans and procedures (internal/external). Provide review and oversight of the CQI teams documentation and reports of daily work journals. Additionally, document and report the outcomes of witnessed activities daily. Identify, track, and report internal and Subcontractor Key Performance Indicators (KPIs) for the assigned lead discipline. Reporting quantitative metrics to the PQAM monthly. Monitor and evaluate internal assigned CQI team, and subcontractor performance and make recommendations based on analytics (quantitative and qualitative). Develop and maintain a required level of independence necessary to perform adequate oversight activities of the Subcontractor's quality control and quality assurance processes. Ensure the assigned CQI team understands the necessity and their role within the oversight model. Generate and issue daily oversight reports, weekly progress reports, and monthly metrics related to Jacobs internal implementation (CQI's) and the assigned subcontractor's compliance performance. Identify, track, and report key performance indicators for Jacobs internal implementation (CQI's) and the assigned subcontractor's compliance performance to the projects internal and external stakeholders (PQAM, CMP, CM, PM, DPE, Client counterparts, etc.) Facilitate and support interfaces internal within Jacobs and external customers on quality matters related to the assigned lead discipline area. Effectively implement the review and approvals process and lead a team of CQI's through the performance of review and approval of supplier submittals for compliance with contract requirements. Lead a team to perform in-process document/record reviews to support an expedited turnover of records upon completion of work. Audit subcontractor-delivered quality documentation and records for completeness and compliance with project requirements. Perform subcontractor quality system assessments, if qualified, and performance evaluations. Lead a team and perform reviews of oversight observations/findings, and non-conformities and when appropriate contribute input for Title III support regarding non-conformance, corrective actions, and troubleshooting. Identify and evaluate subcontractor trends in process conformity and evaluate whether corrective actions are appropriate while analyzing (trend tracking) subcontractor data.
