Illinois Action for Children is Hiring a Director, Provider Programs Near Chicago, IL

SUMMARY:Under the direction of the Vice President of Family and Provider Resources, the Director of Provider Programs is responsible for overseeing programs for the Provider Resources department. Develop and implement a strategic vision to increase available care and provider resources.
This incumbent will be expected to promote and adhere to the workplace core capabilities of: accountability, customer focus, continuous quality improvement (CQI), communication, competent people and clear priorities. All work to be completed with minimum supervision and in accordance with organizational standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. The organization reserves the right to add, delete, change, or modify the essential duties and responsibilities at any time.
  • Perform all planning functions for the ongoing operations of current and prospective provider programs including community partners, core services, training, quality counts programs and professional development projects.
  • Coordinate activities with community partners to ensure a unified service delivery system; monitors sub-contract activity.
  • Coordinate with IAFC leadership to unify service delivery of IAFC programs to childcare providers.
  • Assess and respond to the need for childcare and the needs of various day care sponsors and providers, including centers, family day care homes, businesses, churches, and developers.
  • Develop, implement, and evaluate annual goals responsive to assessed provider needs.
  • Manage all required records, including electronic and file copies, ensuring compliance with legal, contractual, and auditing requirements.
  • Coordinate the preparation and dissemination of consumer education materials on behalf of parents and providers participating in provider resource programs and services.
  • Prepare the department’s annual budget; monitor its expenditures and fiscal needs, and report budget issues to the Vice President of Family and Provider Resources and the Finance Department.
  • Prepare written programs, data, and financial reports as required by contracts, agreements and agency reporting needs in accordance with provider services responsibilities.
  • Act as a representative for Illinois Action for Children, the CCR&R System and INCCRRA to the community, including private, public agencies, providers, funders, and parent groups.
  • Position Illinois Action for Children as a leader of early education/care information and technical assistance.
  • Inform the Vice President of Family and Provider Resources of all issues and activities related to the operation of the provider programs team.
  • Assist in the preparation of proposals on behalf of provider services for the department and in negotiating related contracts.
  • Ensure confidentiality of employee, parent and provider information received and managed by Illinois Action for Children and the Illinois Department of Human Services.
  • Recruit, recommend for hire and supervise staff; train staffing; evaluate performance and promote career development.
  • Schedule regular meetings with subordinate staff and participate in the Agency’s management meetings and committees.
  • Other Functions: The organization may assign other functions to the job at its discretion.
SUPERVISORY RESPONSIBILITIES include but are not limited to the following. The company reserves the right to add to, delete, change, or modify the essential duties and responsibilities at any time.
Responsible for managing one subdivision of the provider resources department. Formal responsibility for planning, assigning, directing, and coordinating the work of the provider services division for the department. Perform employee evaluations and make pay and/or hiring decisions. Supervise the positions of Assistant Director of Provider Programs, Special Project Manager, Program Data Supervisor, and Provider Resources Generalist.
EDUCATION and/or EXPERIENCE:Bachelor's degree and four years job-related experience.
OTHER SKILLS & ABILITIES:
  • Five years job related experience; skill in community organization, leadership, management, and adult education.
  • Knowledge of the resource and referral system is desirable.
  • Ability to travel locally and statewide, access to reliable automobile.
  • Ability to adapt to a changing work environment.
