Position OverviewThe Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented Coordinator to oversee the Payment Section of the DEC Payment Unit. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). This positions plans, confers, and aligns the post audit of payments forwarded to the IDHS/Office of Fiscal Services for final IDHS approval and collaborates with Program staff and/or IDHS/Office of Fiscal to research and resolve discrepancies of various vouchers and appropriations. DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. Serves as the coordinator of the Payment Section within the DEC/Office of Operations.
Plans, confers, and aligns the post audit of payments forwarded to the IDHS/Office of Fiscal Services for final IDHS approval.
Serves as working supervisor.
Collaborates with Program staff and/or IDHS/Office of Fiscal to research and resolve discrepancies of various vouchers and appropriations.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum QualificationsRequires the knowledge, skills, and mental development equivalent to completion of four (4) years of college preferably with course in business or public administration.
Requires two (2) years of responsible ​​​​​administrative experience in a public or business organization.
Specialized SkillsOf the two (2) years required professional experience, requires two years of professional experience in an accounting system generating, processing and interpreting payments and corresponding written and statistical reports in compliance with state and federal reporting at a public or private organization.
Preferred QualificationsTwo (2) years of professional experience in an accounting system generating, processing and interpreting payments and corresponding written and statistical reports in compliance with state and federal reporting at a public or private organization.
Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, approving time off, and preparing and signing performance evaluations.
Three (3) years of professional experience working with the principles of governmental accounting, program budgeting, grantmaking, statistics, and procurement.
Two (2) years of professional experience in communicating (orally and in writing) effectively to develop and maintain professional and cooperative working relationships with internal and external entities.
Two (2) years of professional experience analyzing administrative problems and adopting effective courses of action for short and long-term resolution.
Two (2) years of professional experience developing, implementing and evaluating and maintaining new and revised policies, methods, procedures, and key performance indicators and standards.
Conditions of Employment
Requires basic proficiency in Microsoft Office Suite, including SharePoint, OneDrive and Teams.
