About the Role:
This position serves as the Chief Data Officer for the Department of Innovation & Technology.
Responsibilities:
- Serves as a principal strategist and policy-making official with DoIT regarding the setting and managing of the governmental data effort.
- Develops public data products and implements strategy to create a more data and analytics driven statewide culture.
- Drives the use of emerging technologies to support the best processes for increased data availability and data sharing.
- Conducts site visits to meet with agencies, state and federal officials to discuss data-related needs/requirements.
- Under direction of the State Chief Information Officer/DoIT Secretary, works closely with the Chief Enterprise Architect and Chief Technology Officer to design, standardize, and implement the vision for how data will be managed and utilized throughout the enterprise.
- Directs and leads enterprise-wide efforts to track data collections, data purchases, databases, physical data models, and linkages between datasets.
- Determines and implements the vision and environment for improving the availability, accuracy, quality, consistency, accessibility, security, and timeliness of data.
- Serves as full-line supervisor.
- Develops, aligns, and standardizes data models.
- Performs other duties as required or assigned.
Qualifications:
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college in computer science, information technology, or a related field with coursework in various areas. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in computer science, information technology, or a related field. Requires four (4) years of experience supervising a team of IT professionals.

- Ability to work with structured and unstructured data and evaluate use of emerging technologies and solutions for data management, analysis, reporting, and visualization.
- Experience managing a team developing database models and analytics utilizing relational and non-relational databases and popular middleware.
- Extensive knowledge of database management systems and structures as well as mainframe solutions.
- Extensive knowledge of project management, best practice implementation, and team leadership.
- Professional experience modeling business objects, operationalizing data governance, and data quality solutions.
- Ability to develop and maintain collaborative working relationships.
- Developed verbal and written communication skills to present technical information with precision and clarity.
Preferred Skills:

- Four (4) years of experience leading a data management team in a large organization.

Pay range and compensation package:
Salary: $8,825 - $18,417 (anticipated salary $170,000 - $180,000)
